CDFA & ICSC Launch New TIF Best Practices Reference Guide
CDFA and ICSC have collaborated with teams of Tax Increment Finance (TIF) experts from across the country to develop this reference guide. The Reference Guide addresses what TIF is, why it should be used and how best to apply the TIF tool. The Reference Guide also highlights TIF projects from across the country and discusses how they can be applied to address many common economic development issues. This guide is available for free electronically or can be purchased in hard copy format.


Place Matters - Employers, Low-Income Workers, and Regional Economic Development
The Urban Institute, a nonprofit, nonpartisan policy research and educational organization unveiled the following report in September. This paper summarizes factors determining locational decisions of businesses and workers, as well as local economic growth, and suggests how employer needs as well as opportunities for low-income workers might be served by successful policies in the areas of housing, transportation, education and workforce development.


New CRA Manual Published
The National Community Reinvestment Coalition (NCRC) has published a new manual highlighting the Community Reinvestment Act (CRA). This manual is a how-to book for community organizations and any other stakeholder wishing to become engaged in the CRA process and economic building activities for low and moderate-income communities.

CDFA Capitol Hill Day a Success
CDFA moving forward with definitional change for IDBs
CDFA completed its 2007 Capitol Hill Day on November 2. CDFA members and staff had meetings at the Congressional offices of Representatives from California, New York, Michigan, Illinois, Minnesota and Pennsylvania. CDFA’s legislative agenda was positively received on the Hill. John McMickle of Winston & Strawn and CDFA staff are pushing to get CDFA’s proposed legislation expanding the definition of manufacturing for IDBs introduced into the House and Senate. A report summarizing Capitol Hill Day and the new legislation CDFA is proposing will be available shortly on the CDFA website.
CDFA Cited in The Central New York Business Journal Concerning State TIF Use
The Central New York Business Journal recently published a comprehensive article discussing the lack of use of TIF in New York state. CDFA Executive Director, Toby Rittner, was interviewed for the article as New York works to get the state's TIF law back on track.


North Carolina Project Development Financing
In 2004, North Carolina became the 49th state to adopt tax increment financing, known in that state as project development financing. McGuireWoods assembled this report on the benefits of TIF and how it works in North Carolina.


TIF Policy Up Close - City of Cincinnati
The city of Cincinnati, Ohio has developed a set of guidelines and guiding principles for the application and use of TIF within the city. The policies explain TIF, its background, objectives, financial considerations and debt issuance considerations.
Default Risks of Conduit Bonds
Municipal bonds have consistently lower default rates and higher recovery rates than similarly rated corporate bonds. This article is intended to inform readers about these rates for different categories of municipal bonds so conduit bond issuers can acquire a better sense of the likelihood of conduit IDB or other bonds defaulting. In addition, we examine what happens when conduit bonds default.
