TIF - Ensuring a Return on Investment
CDFA Executive Director Toby Rittner and Joe Branca, Managing Director from Bank of America presented at the 2007 National League of Cities Annual Conference during a special session titled "Tax Increment Finance - Ensuring a Return on Investment". The following presentations from the conference provide an overview of TIF and the bond underwriting industry's perspective on using this important economic development tool.


CDFA Presents at MAEDC Competitiveness Conference
The Development Finance Toolbox
CDFA Executive Director Toby Rittner presented at the Mid-America Economic Development Council (MAEDC) 2007 Mid-America Competitiveness Conference on December 3rd in Chicago, IL. The presentation highlights the compendium of financing tools available to communities which incorporate a full financing toolbox model. The presentation also includes some early survey findings gathered over the past year by CDFA concerning the use of individual tools on a national scope.

CDFA Unveils Proposed Legislation to Update Definition of Manufacturing for Industrial Development Bonds
IDB Legislation Announced as Part of CDFA’s 2007 Capitol Hill Day
CDFA recently completed its 2007 Capitol Hill Day on November 2. In conjunction with these visits, CDFA released its new proposed legislation to update the definition of manufacturing for industrial development bonds (IDBs). CDFA is currently seeking support for the proposed legislation.

The Reference Guide also highlights TIF projects from across the country and discusses how they can be applied to address many common economic development issues. This guide is available for free electronically or can be purchased in hard copy format.

Tax Increment Financing (TIF): A Civic Federation Issue Brief
The Civic Federation released this policy brief on the use of TIF in Illinois. The document gives an overview of TIF, how it works in Illinois, how the process for implementation as well as a review of research on TIF in Illinois.
