CDFA Recommended Practices: Effective Tax Increment Finance Program Management
CDFA has developed these recommended practices to serve as a set of guiding principles when developing or implementing a Tax Increment Finance (TIF) program. TIF has played an increasingly important role in financing economic development and redevelopment projects over the last several decades, and management of a TIF program requires responsible application. This document addresses TIF, highlights some of the common procedural elements that development finance professionals face and provides guidance on strategies for maximizing TIF project success.
