Overview

CDFA has taken the lead nationally to provide education, networking, advocacy and support efforts related to the State Small Business Credit Initiative (SSBCI) program. As part of this ongoing effort, CDFA is pleased to announce the 2013 CDFA SSBCI Webinar Series, a dedicated four-part educational offering specifically addressing this innovative program.

Designed for state program managers and partners, as well as financial institutions and service providers, the CDFA SSBCI Webinar Series explores elements of the program in a real-time approach by addressing current issues, promoting new developments, and focusing on both immediate and long-term success. The webinar series will focus on current issues in the SSBCI community, including best practices, innovative state programs, success stories, problem solving, marketing strategies, changing directions, addressing leverage ratios, and much more.

The CDFA SSBCI Webinar Series will offer four sessions, each two hours in length. Leaders from both the private and public sector, including federal officials, will provide guidance, expertise, and insight into maximizing the SSBCI program.

CDFA is a recognized clearinghouse for SSBCI information, having launched the SSBCI Portal and providing leadership to this emerging model of development finance. CDFA has tracked the rollout and development of the SSBCI from its inception and has conducted national conference calls and webcasts to help maximize the opportunities that this program offers, and is positioned to bring you the most comprehensive and timely SSBCI news and education.

Course Advisor:

Toby Rittner serves as the advisor for the CDFA SSBCI Webinar Series. Mr. Rittner runs the day-to-day operations of the Council of Development Finance Agencies (CDFA), which includes management of a 32 member Board of Directors, and the organization’s various educational, advocacy and research initiatives. Rittner is a frequent speaker at local, state and national conferences and events focused on economic development finance. He has been featured extensively in The Bond Buyer and other national media publications concerning the advancement of development finance tools. He is the author if CDFA's highly acclaimed Practitioner's Guide to Economic Development Finance and an adjunct faculty member at the Ohio State University teaching planning for sustainable economic development in the Knowlton School of Architecture.

Rittner is a Development Finance Certified Professional (DFCP) through CDFA and is a Certified Economic Development Finance Professional (EDFP) through the National Development Council (NDC). Rittner has also advised state and federal government leaders, including President Obama’s Administration Transition Team, on economic development finance policy and focus.

Prior to joining CDFA, Mr. Rittner was the Director of Legislative Affairs and former Director of Training for the International Economic Development Council (IEDC). Mr. Rittner has also worked for the Franklin County, Ohio Board of Commissioners, Community and Economic Development Department as a Senior Program Coordinator for Economic Development and as an Associate Planner for the City of Gahanna, Ohio.

In 2011, Mr. Rittner was appointed to the U.S. Environmental Protection Agency’s Environmental Financial Advisory Board. He is a member of the Advisory Board for the National Community Fund I, LLC and is also a member of the Advisory Board for Heritage Ohio. Mr. Rittner holds a Bachelor of Arts in Political Science and a Master's of City and Regional Planning degree from the Ohio State University.

Program Regulation & Performance Update

The CDFA SSBCI Webinar Series will begin with a review of regulatory developments and performance news. Topics covered during this panel include state audit reports from the Office of Inspector General, newly published FAQs from Treasury, information on modified state program applications, news regarding significant SSBCI-supported projects, and other pressing topics related SSBCI. We will also have an update and report from the CDFA SSBCI Coalition.

Outlook for SSBCI Program Performance in 2013

Collectively, the states learned many lessons about SSBCI program operation and regulation during 2012. This session will focus on how states can apply those lessons to the challenges on the horizon for 2013. The panel will discuss topics including preparing for Office of Inspector General Audits, sharing program performance data, how to adjust programs to maximize loan origination, and preparing for later tranche requests.

Program awareness is one of the major factors preventing SSBCI programs from enjoying greater success. During this session, states and other development finance institutions will share successful marketing strategies they employ to promote their programs.     The CDFA SSBCI Webinar Series will take place on the web through GoToWebinar, an online distance learning software. The series will meet four times throughout the year on:

    Registration is open to any and all members of a state’s SSBCI effort including partners, service providers, subcontractors, and of course, program managers. Registration fees for the 4-part CDFA SSBCI Webinar Series are:

    CDFA Member:$500
    Non-Member:$600

    Registration includes access for one person to attend the entire webinar series, access to all presentations and handouts, and access to all post-webinar recordings online. Participants of the webinar series may also connect with other state SSBCI leaders using CDFA’s vast network of development finance professionals.
