Program and Speakers
This year's program provides opportunities for attendees to address a diverse cross-section of development finance topics. Designed to educate both novices and seasoned development finance professionals alike, the 2010 Annual Summit will touch on over 25 different financing concepts, tools, programs, strategies and solutions to the challenges our industry faces. General sessions will provide overarching views of the entire development finance industry while the concurrent tracks will explore numerous finance concepts in-depth. Concurrent sessions will follow three tracks to provide guidance for Annual Summit attendees:
Track A: The Financing Continuum
Designed for both novice and skilled finance professionals, The Financing Continuum track delivers the basics of development finance by focusing on four key silos of expertise: bonds, tax increment finance, tax credits and access to capital. These sessions will have a focus on best practices, understanding how tools work and exploring ways to implement these resources in the local community.
Track B: Sustainable Financing Strategies
The Sustainable Financing Strategies track addresses the growing green, energy, environmental and transportation financing industry with a focus on sustainable best practices and innovative new models. Sessions will focus on renewable energy solutions, brownfield finance, public private partnerships for transportation projects and integrated smart growth concepts driven by public financing tools.
Track C: Recommended Practices
The Recommended Practices track will analyze the issues that are challenging the development finance industry and offer real solutions that agencies across the country have employed. Sessions will focus on case study examples of efficient and effective program management and assessing the impact and outcomes of complex financing tools. In addition, this track will provide a debate on incentives and explore Portland’s successful development history.
The Annual Summit also includes two optional extra fee events: the Pre-Summit Advanced Bond Finance Course and the Post-Summit Oregon Wine Country Tour. Receptions and fun-filled activities are also included throughout the 2010 Annual Development Finance Summit.

The Advanced Bond Finance Course is designed for professionals who already have an understanding of tax-exempt financing and seek detailed instruction on complex financing techniques, including the application of financial derivatives, advance refundings, how to spot arbitrage issues, and investing bond proceeds. With recent flux in the credit markets and an increased use of tax-exempt bonds, the need for in-depth education and awareness of these changes is vital. Track A. Bonds as the Bedrock of Development Finance
Bonds are the bedrock of development finance and are used to help build roads, bridges, sewers, city halls, hospitals and thousands of public and private projects. For over a century, bonds have been spurring development and redevelopment and are a major driver for job creation and economic growth. This session will provide an in-depth look at tax-exempt financing with an emphasis on industrial development bonds (IDBs), 501(c)(3) non-profit bonds and other special bond programs authorized by the federal government including Build America Bonds (BABs) and Recovery Zone Bonds (RZBs). Plus, this session will look at how FHLB Credit Enhancement Provisions are positively impacting bond transactions all across the country.

Renewable energy finance is one of the fastest growing areas of economic development and has become a major focus of the development finance industry. Dozens of programs and new concepts are emerging to help meet renewable energy development demands throughout the country. Track A. Opening the Doors to Access to Capital Finance
Small businesses make up 99.7% of all firms, employ half of all private sector employees and account for 45% of the total U.S. payroll. In addition, small businesses have also generated 60-80% of all new jobs annually over the past decade. However, resources for assisting small business with access to capital have been largely ignored on the local front. This session will explore the myriad of resources available for assisting small businesses including revolving loan funds, loan guarantees, the SBA 504 Program and other innovative tools.

Track A. Tax Credit Finance Strategies & Solutions
Tax credits abound throughout the country and are catalyzing local economic development. The federal government operates two of the most successful tax credit programs: the New Markets Tax Credit and Historic Rehabilitation Tax Credit. This session will dig deep into the use of New Markets and Historic tax credits and demonstrate how these tools are encouraging new investment in the country’s most challenged communities and restoring glory to old and abandoned historic structures.

| 5:00 pm | Special Event: U.S. Dept. of Energy Loan Guarantee Program Update Forum
CDFA has been working with the U.S. Department of Energy to disseminate information and to provide support for the agency’s Loan Guarantee Program. This valuable program was given a significant increase in funding under the American Recovery & Reinvestment Act (ARRA) and the DOE has been actively engaging development finance agencies from throughout the country to participate in the program. Join CDFA and the DOE in an informal discussion concerning the Loan Guarantee Program. Share your ideas with your colleagues, or learn how you can get involved in this great opportunity to support energy development. |

The Portland Armory, built in 1891 to house the Oregon National Guard, was redeveloped in 2006 as a performing arts space and the home of Portland Center Stage. The new Gerding Theater at the Armory is the first building on the National Register of Historic Places and the first performing arts center in the United States to achieve LEED Platinum status. In addition, the redevelopment of the Armory was recognized by CDFA as a finalist for the 2009 Practitioner’s Showcase: Best Tax Credit Financed Deal. The tour will include four stops, starting out at the Sake One brewery, followed by Montinore Estates, Shafer Vineyard Cellars, and ending at David Hill Vineyards. The tour includes transportation, admission fees, wine tastings, food pairings and heavy hor d’oeuvres. This is a unique opportunity to experience Oregon’s internally recognized wines and enjoy one of the most successful wine making regions in the United States. |
