The 2011 CDFA Annual Summit will be both a celebration of 25 years of development finance and an in-depth look at the future of financing in the United States. This special program will provide more opportunities than ever before for attendees to engage in a diverse cross-section of development finance topics. Designed to educate both novices and seasoned development finance professionals alike, the 2011 Annual Summit will touch on over 25 different financing concepts, tools, programs, strategies, and solutions to the challenges facing our communities.

General sessions will be very unique with an interactive group survey activity, the 2011 Practitioner’s Showcase Award program, a dedicated federal government viewpoints discussion, and other group learning experiences. This year, CDFA has also added more financing tool drilldown sessions to maximize the opportunity for attendees to learn and engage speakers. Concurrent sessions will be designed for a more informal discussion and debate format to allow for maximum attendee interaction and networking. The Annual Summit also includes two optional extra fee events: the Pre-Summit Innovation Finance Course and the Post-Summit Historic New England Bus Tour. Receptions and fun-filled activities are also included throughout the 2011 Annual Development Finance Summit. Don’t miss out! A critical component of the development finance toolbox, innovation finance provides access to capital for entrepreneurs, new technology ventures and emerging small businesses. CDFA’s Innovation Finance Course explores the growing seed, venture capital and angel investment industry and provides clear direction for designing and implementing capital formation models at the local, regional and state levels. This course differs from other capital formation curriculums in that it focuses more concretely on designing a program that uses public-sector connections, resources and coordination to drive long-term and sustainable private sector investment.

The nation’s top innovation finance leaders will discuss how to develop a capital formation program and establish a long-term public-sector driven, but private sector supported initiative. In addition, the course will highlight successful programs that are working throughout the country in communities with varying levels of capacity, sophistication and size. The Innovation Finance Course will provide development finance agencies a roadmap for building an innovation finance initiative that supports entrepreneurship, business investment, job creation and 21st century technology development.

Session A: CDFA TIF Coalition Webcast - Offensive TIFs & Tax Districts
CDFA has taken the lead nationally to bring the tax increment finance industry together through the creation of the Tax Increment Finance Coalition (TIFC). The TIFC is a standing coalition within CDFA dedicated to professionals and organizations working in the tax increment finance industry. As an added bonus for the 25th Annual Summit, CDFA will host a national webcast inviting attendees from around the country to listen to a live session. TIF, unlike any other local financing tool, is a catalyst for controversy and misinformation, occasionally resulting in offensive TIF and tax districts. This webcast will look at the politics and practical matters in the TIF process and explore the sound approaches that communities should take when considering this valuable financing tool. Come learn about the TIFC, get involved and help advance the use of TIF nationwide.

A special addition to the 25th Annual Summit, CDFA has orchestrated a nighttime adventure exploring the historic revolutionary period that defines our country. The Freedom Trail is a 2.5 mile red-brick walking trail that leads you to 16 nationally significant historic sites, each one an authentic American treasure. Preserved and dedicated by the citizens of Boston in 1958, the Freedom Trail today is a unique collection of museums, churches, meeting houses, burying grounds, parks, a ship, and historic markers that tell the story of the American Revolution and beyond. Tours will depart from the Boston Common throughout the evening and will be hosted by historic Freedom Trail guides. Don’t miss out on this thrilling experience.

Communities throughout the country are turning to regional economic development efforts to bolster job creation, industrial growth and capital investment. The best of these efforts are being led by regional public/private development finance partnerships that span across governmental jurisdictions and break away from antiquated institutional structures. These partnerships bring more resources to the table and help facilitate projects and deals that otherwise would not compete in the economic marketplace. Enjoy the scenic and Historic New England Coast Line and beautiful seaside villages during this special tour offered during the 25th Annual Summit. The trip will start in downtown Boston with visits to charming Marblehead and neighboring historic Salem. Salem is the home of the famous 1682 witch trials and is one of the oldest colonial period towns in our country. Finally the tour will stop at the famous House of the Seven Gables where costumed interpreters will provide an unforgettable historical experience. Attendees will enjoy a boxed lunch along the ride in a custom luxury motor coach as we travel through the Historic New England Coast Line. Join us!
