The City of Gahanna, a community of 36,000 residents located just east of Columbus, is actively seeking a Deputy Director of Planning and Development. This position will facilitate economic development through redevelopment partnerships, management of multiple grant programs, and coordination of tax incentive programs from recruitment and award to maintenance and reporting. The chosen candidate will assist the Director with the planning and implementation of economic development, tourism and event organization, community and public relations, and planning and community growth strategies by attracting new residential, commercial and industrial development to the City. The Deputy Director provides direct supervision of staff, manages administrative responsibilities, and researches, recommends, and implements revenue development. Responsible for coordination of efforts to accomplish issuance of bonds through business development, analysis, structuring, documentation negotiation and client relationship management.
Bachelors degree, preferably in business or finance, is required. MBA or Masters in Finance and familiarity with Central Massachusetts preferred. Must have 7 years of relevant experience; 5 years of commercial lending or investment banking experience desired. Proficiency in Microsoft Word and Excel required. Must have excellent communication skills and the ability to work with bankers, lawyers, municipal and state officials, and special interest groups, among others. Driver’s license and vehicle for travel throughout the state are required.

Chief Development Director

Overview: Provide executive level development and implementation of plans to manage and supervise the activities and function of the Economic Development Department by establishing and implementing the strategic plan, developing/implementing initiatives, structure and procedures to facilitate significant economic development. The position will report to the CEO and will be a member of the Port’s Sr Leadership team.
Essential Duties and Responsibilities
- Direct and lead the strategic planning and market research process for the Development group to optimize opportunities in industrial development and special projects as requested.
- Plan, facilitate, organize, implement, direct and review overall economic development programs aimed at major business sectors (healthcare, advanced manufacturing, aerospace, and logistics) ranging from market evaluation to program development including land assessment, land/site and infrastructure planning.
- Interact with various partners (government, business groups, developers, real estate agents, financial institutions, and private sector) to promote economic development initiatives
- Develop strategic plans for acquisition and development of new properties and programs to ensure complete development of Port properties. Perform analysis and generate reports on project feasibility and financial projects of leased/acquired property and facilities
- Negotiates complex leases/sales terms and conditions with the specific ability to work with diverse customer needs.
- Supervise the work of economic development and real estate managers
- Provide market reconnaissance to Port Authority’s property interests to assure successful investments
- Establish relationships and develop contacts with developers, manufacturers , investors, and site selection professionals in domestic and international markets
- All aspects of marketing and investment promotion to assure success for Port Authority’s investments.
- Develop and implement performance measures and other evaluation methods to ensure that strategic objectives are being met or that progress toward them is being met
- Conducts analyses and research projects as necessary to provide timely, accurate and relevant information to Port decision makers on economic and market policy.
- Plan and oversee the implementation of strategic marketing programs in support of the Port’s business development activities
- Represent the Port at public meetings and act as contact liaison with public and private organizations involved in economic and industrial development
- Performs other duties as assigned by Port President
Job Requirements
- 10+ years experience in professional economic development and real estate development and knowledge of the financing tools and products which support such initiatives
- Proven track record of managing business investment deals. Considerable experience in financial deal structuring.
- Bachelor’s Degree in Business Administration. MBA and/or Certification in Economic Development a plus
- Highly skilled manager of people
- Experience in all aspects of economic development ranging from market evaluation to program development.
- Creative/innovative marketer
- Strategic thinker – strategy first with transactions following strategy
- Team player mentality coordinating with outside partners and internal Executive team
- Excellent communication/influencing/negotiation skills
