The CDFA Texas Financing Roundtable exists to spread knowledge of best practices within the state’s development finance industry. To kick off the CDFA Texas Financing Roundtable Conference, CDFA President & CEO Toby Rittner will deliver welcoming remarks.

How is Texas’ economy fairing? What economic development trends are economists, bankers and other professionals experiencing throughout the state? Join industry experts and top development finance leaders as the Roundtable discusses the state’s economic development finance climate, access to capital opportunities and the prospect for economic advancement.


10:15 - 11:00 amState Programs and Legislative Update

This session will feature a discussion on the latest legislative updates, alongside a variety of financing programs available from the state. What development finance topics are being discussed in the statehouse? Is there recent legislation that will have an impact on the economic development industry?

11:15 am - 12:00 pmBonds as a Bedrock of Development Finance

Bond financing remains the bedrock development finance tool for economic development. This session will focus on how this long-standing tool can be used today to provide a significant portion of a project’s capital stack with a special focus on bond financing programs in Texas. Presenters from bond agencies and capital market firms will walk through bond deals and explore strategies for maximizing the tool throughout the state.


12:00 - 1:30 pmLunch Session: Financing Programs to Support Rural Development

Urban communities like Austin and Dallas are not the only places looking for help to fund economic development. Texas is filled with rural communities and small towns that are also in need of financing strategies. These areas face unique development financing challenges and needs such as downtown revitalization, food systems, infrastructure and energy finance. A number of creative and important financing tools exist to assist rural and small town development, and this session will explore the cutting-edge strategies driving development in the state, and how to access them.

1:45 - 3:00 pmCreative Financing Strategies in Texas

Unique development financing solutions are increasingly sought after to complete projects of all sizes, and it is often necessary to find creative approaches that involve combining multiple financing tools. This session will explore recently financed projects in Texas and outline the structuring and layered capital stacks with a focus on the creative methods that can be employed for future projects.
