ACA

Property Assessed Clean Energy (PACE) is one of the most cutting-edge development finance tools of the 21st century in the effort to advance clean-energy goals. While the tool presents great opportunities, implementation challenges exist. The CDFA-Bricker PACE Webinar Series will emphasize targeted and technical challenges facing the PACE industry. In short, PACE is a mechanism for achieving energy retrofit or energy generation of existing privately owned buildings by utilizing special assessment district financing techniques to finance projects, with private capital, via property owners' property tax bills.

The CDFA-Bricker PACE Webinar Series will highlight high level discussions on issues impacting the clean energy sector including education, PACE transactions, program design, new construction PACE, complex transactions and other key topics.

This Webinar Series will include four, two-hour, webinars focused on specific development finance best practices within the PACE industry:

PACE 101: The Basics of PACE Financing
In this webinar, learn about the basic principles of PACE financing from experts from across the field.  Topics covered include the origins of PACE financing, PACE laws, current market trends, eligible technologies including energy efficiency and alternative energy technologies, and basic financing concepts.  You will increase your knowledge of PACE financing and become conversant with the language of PACE.  A brief introduction and explanation of R-PACE financing will also be presented.

C-PACE Transactions From Start to Finish
In this webinar, PACE professionals including legal counsel, PACE administrators, and PACE capital providers explain how transactions form and are shepherded through various stages including concept, design, underwriting, approvals, and closing.  Hear about how programs intake projects and what practical considerations apply to programs such as roles of professionals, project administration, closing fees, ongoing collection and debt servicing, and post-closing compliance.  Case studies from simple retrofit transactions to complex capital stack transactions involving multiple forms of debt and equity will be presented.

C-PACE Program Design: How Statutes, Programs, and Markets Come Together
In this webinar, industry leaders [from C-PACE Alliance, the Keystone Energy Alliance, Clean Fund, and Bricker & Eckler] will share their experience in drafting PACE statutes, advocating for legislative changes to existing PACE statutes, determining and correcting market flaws or deficiencies, and increasing market volume. Capital providers will share some insights on how they arrange capital for projects, and the importance of certain market-based principles underlying the development of C-PACE as an asset class in commercial lending.

New Construction C-PACE Projects
In this webinar, discussion will focus on the use of PACE financing as a tool in new construction projects. Learn from industry leaders and finance experts about how C-PACE can be a tool for new commercial development. PACE as a new form of capital provides unique alternatives to close financing gaps and to replace developer equity in projects under development. Topics covered will include construction loans, equity requirements, underwriting issues, simultaneous funding of mortgage loans and PACE financing, and tracking of disbursements from multiple lenders.
