9:30 - 10:15 amThe Missouri Bond Market

Bond financing remains the bedrock development finance tool for economic development in an ever-evolving market. This session will explore the recent trends in bond financing throughout the state. Presenters from bond agencies and capital market firms will walk through bond deals and explore strategies for addressing today’s market needs.

10:15 - 11:00 amPACE Expansion in Missouri

Property Assessed Clean Energy (PACE) financing supports the expansion of energy efficiency, solar, water, wind power and other renewable energy installations for the benefit of commercial buildings. PACE programs capitalize reduction in energy usage by paying for property improvements through voluntary special assessments placed on property tax bills over time. This session will explore the latest PACE projects in Missouri, as well as explain the basic concepts of the tool and how it is beneficial for local governments and property owners in the state.

11:00 - 11:15 amNetworking Break

11:15 am - 12:00 pmState Programs and Legislative Update

Industry experts from around the state will discuss the latest development finance legislation and their potential effects on the economic development industry. This session will feature a panel discussion on the latest from Jefferson City and Washington, DC.

12:00 - 1:30 pmLunch Session: Missouri's New Markets Tax Credits

Missouri’s New Markets Tax Credits program helps to finance investments in low-income communities and serves as a companion program to federal New Markets Tax Credits. This financing resource can make a difference in catalyzing business and real estate development. In this session, learn how New Markets Tax Credits have been used to help finance successful community development projects in the state.

1:30 - 2:30 pmCombining Financing Tools for Missouri Development

Combining multiple incentives successfully requires attention to detail and often some creative structuring. Identifying program requirements and balancing the applicable incentives are steps that must be established early on for any potential project. This session will explore projects in Missouri that have successfully navigated these programs and applied creative capital stacks.
