John A. Bagley is Chief Market Structure Officer for the Municipal Securities Rulemaking Board (MSRB). He leads the Market Structure department, which is responsible for the organization’s activities and functions related to market leadership, market structure, market transparency, economic analysis, data analysis, research and industry operations.
John most recently served as president of BondDesk Trading LLC, where he was responsible for its broker-dealer and related trading platform activity. Previously, John served in sales and trading roles at divisions of UBS and its predecessor, PaineWebber, for nearly three decades.
During the 2020 pandemic, John temporarily joined the Federal Reserve Bank of New York on secondment to lend his deep municipal market expertise to the implementation of the Municipal Liquidity Facility. He has also served as a non-voting member of the Securities and Exchange Commission's Fixed Income Market Structure Advisory Committee.
John received his bachelor’s degree from Boston University and has a master’s of business administration from Columbia University.

Tyler Kalachnik serves as bond counsel, underwriter's counsel, disclosure counsel and borrower's counsel for both long-term and short-term financings involving the pledge of revenues, taxes or a combination thereof. Tyler is experienced in transactions involving letters of credit, standby bond purchase agreements, interest rate and commodity swaps. Tyler serves in these roles for financings including single and multifamily housing projects, airports, municipal gas utilities, prepaid natural gas transactions, municipal water utilities, Indiana's State Revolving Fund Program, solid waste disposal facilities, 501(c)(3) organizations. Tyler also works in the Public Finance Group's rebate calculation practice.
Tyler is active in the public finance community and with charitable organizations. From 2008 to 2011, he served on NABL's Functions and Professional Responsibility subcommittee, which completed a revision of the third edition of The Function and Professional Responsibilities of Bond Counsel. From 2009 to 2011, Tyler was the chair of the NABL Associate Network. He has served as the Vice Chair and Chair of NABL's Essentials conference, on the steering committee for NABL's Workshop and as a panel chair for NABL's Institute. He has participated in several of NABL’s federal tax initiatives and serves on the subcommittee for NABL’s Model Bond Opinion Report. Tyler is currently the vice chair of NABL’s General Law Practice Committee.
Tyler is active in the community as former vice chair of the board of Indiana's Balance of State, Continuum of Care and a member of the Brebeuf Jesuit Alumni Board He is the former chair of the board of directors and member of the Director's Council of Joy's House, a charitable organization serving the senior community. In 2009, Tyler was named an Up and Coming Lawyer by The Indiana Lawyer and was named a "Rising Star" from 2013-2021 by Indiana Super Lawyers. Tyler is rated "AV - Preeminent" by his peers through the Martindale-Hubbell review process and in 2020-2026 was named a "Best Lawyer in America" in Public Finance by U.S. News & World Report. Tyler was named "Lawyer of the Year" in Public Finance in 2023 by U.S. News & World Report. Tyler was also recognized in 2020 as a "Rising Star" by The Bond Buyer and is a Fellow of the American College of Bond Counsel.
Tyler is a 1999 graduate of Brebeuf Jesuit Preparatory School. In 2003, he earned a Bachelor of Arts in history with a minor in business from Indiana University Bloomington. In 2006, he earned his juris doctor, summa cum laude, from Indiana University Robert H. McKinney School of Law.
While in law school, Tyler was selected and served as a contracts tutor in the Dean's Tutorial Society, an articles editor for the Indiana Law Review, and was a member of the Committee on Diversity Initiative. He is a regular participant in activities of the National Association of Bond Lawyers through speaking engagements and contributions to the NABL education committee.

Katie Endres (Moriarty) is a Senior Director in the Knowledge & Networks Division at the Council of Development Finance Agencies (CDFA). Katie leads the organization’s networking programs and products. She oversees the planning and execution of CDFA's National Development Finance Summit, held annually to bring together leaders and experts from the development finance industry from around the world. She also manages CDFA’s Membership, Sponsorship and Mentorship program. Katie collaborates with organizations and individuals from across the nation to facilitate connection and collaboration within the industry.

Joshua A. Smith was appointed President & Chief Executive Officer of the Butler County Finance Authority (BCFA) on April 8, 2024, following a unanimous vote by the Board of Directors. He brings more than 25 years of executive leadership in city management across Iowa, Wisconsin, and Ohio, with special emphasis in economic development, public finance, capital budgeting, and urban revitalization.
He holds a Master of Public Administration from Iowa State University and a Bachelor of Arts in Management from the University of Sioux Falls. His professional development includes executive education at various institutions: the Massachusetts Institute of Technology (Executive Certificate in Management and Leadership), Harvard University (Senior Executives in State & Local Government), the University of Virginia (Senior Executive Institute), and the University of Oklahoma (Economic Development Institute).
As CEO, Smith is responsible for aligning BCFA’s vision, strategy, and resources to fulfill its mission: “Ignite the Butler County economy by attracting investment and creating jobs, while creating memorable places.” In pursuit of this mission, he collaborates with a wide range of stakeholders—including municipal governments, financial institutions, higher education partners, developers, business leaders, and nonprofit organizations.
Prior to joining BCFA, Smith served as City Manager of Hamilton, Ohio (2010–2024), where he managed an annual All Funds budget of $400 million and played a central role in Hamilton’s post-industrial transformation. His tenure was defined by bold capital investments, public-private partnerships, and landmark redevelopment efforts.
He is an active member of the University of Cincinnati Real Estate Roundtable, Urban Land Institute (ULI), Ohio Economic Development Association (OEDA), Council of Development Finance Agencies (CDFA), Ohio Council of Port Authorities (OCPA), and the International City/County Management Association (ICMA).
