Colin Bishopp is the CEO of Allectrify, a public benefit corporation that facilitates C-PACE transactions between banks and borrowers. Prior to founding Allectrify, Colin served as the Executive Director of PACENation and in senior leadership roles at Renew Financial and the U.S. Department of Energy. In 2016, Colin received a Fulbright to lead a seminar on clean energy finance at the University of Cape Town’s Graduate School of Business. Colin earned his master’s degree at the University of Chicago and his bachelor’s degree at the University of California, Berkeley.

Melody Echols is the Assistant Director of Invest Atlanta’s America Rescue Plan Programs. She is responsible for the oversight, design, and delivery of Invest Atlanta’s ARP-funded programs, including:
· The Resurgence Grant Fund program, a $10M grant program for small businesses and non-profits in Atlanta who were financially impacted by COVID;
· ATLinBusiness, a $3M technical assistance program for Atlanta’s small businesses and non-profits; and
· The Jobs Program for Vulnerable Populations, a $3M workforce development program for Atlanta’s unemployed and underemployed populations.

More recently, Melody has taken on the role of managing the restructuring and re-launch of Atlanta’s C-PACE program.
Previously, Melody was a part of Atlanta Emerging Markets, Inc. (AEMI), Invest Atlanta’s New Markets Tax Credit team, where she managed public-private partnerships to facilitate redevelopment efforts in Atlanta's underserved communities. She deployed $44 million of NMTC allocation and was responsible for sourcing potential borrowers and working with community stakeholders to identify partnership opportunities. She also managed the organization’s small business lending and community investment programs, including a fund dedicated to supporting social entrepreneurship in Atlanta.

Melody graduated from Emory University with a Bachelor’s degree in Applied Mathematics and holds a Master of City and Regional Planning from the Georgia Institute of Technology.

Brandon England has managed the Energy Efficiency Loan Program at Pathway Lending for more than a decade overseeing the financing of over $60 million in energy efficiency and renewable energy projects. Brandon’s passion and background fit well with his role at Pathway Lending. He has experience in commercial property management with a focus on planning and implementing sustainability projects along with experience in sustainable practice education throughout the Middle TN Region. Brandon has both an MBA and a Masters in Sustainability from Lipscomb University.


John Flis

With a background in business and taxation law, John Flis is a public finance attorney who partners with public and private entities to accomplish their project finance goals. Specifically, John manages bond and economic development matters. Ensuring that financial transactions occur both smoothly and with all legal considerations addressed, John is familiar with each stage of funding for all types of projects and has been involved in large, complex transactions. He helps both experienced and inexperienced clients fully understand and make informed decisions regarding the details of their matters, from inception to close. John has vast knowledge of public law, especially related to legal research, document management, administrative hearings and litigation. He has longstanding relationships within Ohio’s state tax department. John is a former attorney with the Ohio Department of Taxation and has also held legal positions within the State of Florida’s Department of Business and Professional Regulation.

Michael Monroe is a Senior Vice President and Sr. Loan Administration Officer at First State Bank of the Florida Keys where he oversees the bank’s loan portfolio management and the purchased loan division. He has been with the bank since 2005 in various Credit Department roles. Prior to that, he was a research scientist at Tulane University in New Orleans. Michael earned his Ph.D. in neuroscience from LSU Health Sciences Center and his bachelor’s degree at Wofford College in South Carolina.

Trey Raymer, CFO, brings 20 years of financial leadership in the energy sector, most recently serving as Vice President of Accounting & Corporate Development Projects at Contango Oil & Gas Company, where he led the successful completion of its merger with KKR-backed Independence Energy to become Crescent Energy Company. A native of Oklahoma, Raymer spent the first 11 years of his career at Ernst & Young, serving Fortune 500 clients as well as smaller, nonpublic entities. Raymer is a Certified Public Accountant.

Jason Tiemeier is a member of the Bricker Graydon Public Finance practice group. He works with local governments, special purpose districts, developers, and financial institutions on a variety of public finance and local government matters. His practice includes the structuring and documentation of economic development projects and general obligation and revenue bond transactions. Jason has experience with a variety of economic development tools such as tax increment financing (TIF), community reinvestment areas (CRA), new community authorities (NCA), and joint economic development districts (JEDD). Jason has also been involved with the rapid development of property assessed clean energy (PACE) financing in Ohio. He provides general counsel services to energy special improvement districts and bond and lender’s counsel services to the organizations that finance energy efficiency and clean energy projects through PACE.
