Matt has been with Public Facilities Group since its founding in 2016. Before that, Matt worked for the National Development Council, now named Grow America. He has experience in a variety of products and services, including low-income housing, New Markets Tax Credits, small business lending and Public-Private Partnerships. Matt served on Grow America’s Public-Private partnership team where he was focused on outreach and education. He also helped to create and implement strategies for advocating for Public-Private Partnerships at the federal level.

Dana Clark serves as Business Development/PACE Administrator, managing the Toledo-Lucas County Port Authority’s BetterBuildings Northwest Ohio PACE Financing program. Dana provides loan analysis, portfolio management, financial modeling, and Energy Special Improvement District Administration, as well as compliance efforts for these programs. As PACE Administrator, Dana spends time meeting with businesses, municipalities, lenders, and economic development professionals to promote the benefits of PACE financing.
Dana came to the role with over 20 years in banking, financial sales, and business consulting experience. She has experience managing a portfolio of small and mid-sized businesses in the local market, while facilitating financial analysis and guidance around solutions to enhance business cash flow.
In 2024, Dana was the recipient of the Economic Development Rookie of the Year Award from Ohio Economic Development Association. She was recognized for her contributions to economic development across Ohio and the success of the Toledo-Lucas County Port Authority’s BetterBuildings Northwest Ohio PACE financing program. She feels passionate about bringing ideas and solutions to help local communities develop and businesses grow.
Dana received her Bachelor of Business Administration in Information Systems and Operations Management from The University of Toledo.

Price Finley has been practicing law at Bricker Graydon since he started his legal career in 1990, all of those focused on public finance. Price has experience in all areas of public finance, including local government, economic development finance, port authority financings, and other structured and project financings. He has substantial experience in the use of various economic development tools, including frequent use of tax increment finance (TIF). Price has also created and served as counsel for Ohio’s new community authority financings (also known as community development authorities or CDAs). In addition, Price’s practice includes assisting local governments and developers in negotiating and documenting development agreements for infrastructure finance and tax incentive arrangements, including community reinvestment areas (CRA), enterprise zones (EZ), and job creation tax credits (JCTC). Price has also created joint economic development districts and zones (JEDD), special improvement districts (SIDs), and he has represented port authorities across Ohio.
Price is a member of the Council of Development Finance Agencies and a member of its Board of Directors, the Ohio Economic Development Association, and the National Association of Bond Lawyers. He received his undergraduate degree from Capital University and his JD/MBA from The Ohio State University. Price received the CDFA Lifetime Achievement Award in 2023.

Andrew Hinton is an attorney in the Public Sector group with extensive experience in economic development, tax incentives, and public finance. Over his career, he has helped clients obtain over $2 billion in incentives, including tax credits, cash grants, tax abatements, TIFs, and federal loan programs. Andrew has also played a key role in sustainability initiatives, helping businesses leverage tax incentives and federal funding to achieve their environmental goals. His experience includes successfully drafting and securing substantial federal grants for sustainability projects. Prior to his legal career, Andrew gained experience in state and local tax matters, working on tax compliance, reassessments, and appeals.

Mike Jacoby is a seasoned economic development professional with over 25 years of experience in the field. He has worked at the state, local, and regional levels. His understanding of both private business and public sector economics, and his sensitivity to the interests of entrepreneurs and emerging growth companies, places him in a position to manage resources necessary to retain and help grow existing businesses, attract new businesses to the area, and coordinate private and public economic development programs of mutual benefit.
At Mike's previous role he led the Ohio Southeast Economic Development (OhioSE) team in supporting companies in a 25-county region of over 1 million in population. Under Mike's leadership, the team successfully undertook expansion and attraction projects that created over 5,800 jobs. Additionally, he worked closely with JobsOhio, the state's private economic development corporation, as the JobsOhio Network Partner for southern and eastern Ohio. He actively engaged with business, government, and economic development leaders across the region and the state, representing southeastern Ohio and leading site development, workforce, and planning initiatives.
Mike specializes in creative problem-solving to get deals done, grant writing, communications, marketing, real estate development, incentives, and team building. Chris Jones has more than 20 years of experience in the residential and commercial real estate sector. His focus has been primarily on the energy efficiency aspects of buildings, including financing options. Having worked in various management roles, Chris blends his significant technical building knowledge with the oversight of energy efficiency and renewable energy programs funded with a combination of federal, state and local grant dollars. He has had direct oversight and management of PACE program administration and the coordination of PACE stakeholders, including lenders, legal counsel, local governments, contractors, property managers and mortgage lenders. Chris is the former director of PACE with the Greater Cincinnati Energy Alliance, where he, among other tasks, oversaw the creation and implementation of two successful PACE “brands,” which combined over $30 million in PACE loan closings. He also has on-the-ground experience in residential and commercial construction and maintenance, including heating and cooling, insulation and environmental inspection.

Jacquelin (“Jackie”) Lewis is a partner in Bricker Graydon LLP's Public Finance group and practices in the areas of public finance, public law, and economic development with an emphasis on school and local government law, housing and tax incentives in connection with development projects. Jackie also advises on the issuance of municipal bond and lease purchase transactions for municipalities, school districts, and other Ohio political subdivisions, and provides general counsel services to political subdivisions with respect to various issues of public law.
In addition to her work in the bond financing space, Jackie works with public and private clients to negotiate economic development incentives and establish economic development programs, such as tax increment financing (TIF), new community authorities (NCAs), and community reinvestment areas (CRAs). Prior to this role, she was the planning and policy manager at the Ohio Housing Finance Agency, where she was responsible for the development of policy guidelines including the Qualified Allocation Plan and the implementation of the 9% LIHTC Program. Rob McCarthy is a public finance attorney. He serves as bond counsel, issuer's counsel and underwriter's counsel on general obligation and structured revenue financings. Rob also works with public and private clients to establish and manage economic development incentives and special purpose districts, including joint economic development districts and new community authorities. In addition, Rob provides general counsel representation on public law matters, drawing upon his prior experience as a law clerk to Justice Yvette McGee Brown on the Supreme Court of Ohio and as an assistant attorney general and legal advisor to Ohio Attorney General Richard Cordray.

A 13-year resident of Upper Arlington, Steve previously served as the Director of the City of Columbus’ Department of Development since the summer of 2013. During his tenure, the department implemented new planning principles that provide a consistent framework throughout the city, in collaboration with neighborhood leaders. He has spearheaded numerous economic development efforts that resulted in a net gain of more than one million square feet of Class A office space in Columbus. He led Columbus’ participation in the Mid-Ohio Regional Planning Commission’s (MORPC) Corridor Concepts project, collaborating with eight regional municipalities around a shared vision of mobility. Steve also oversaw the creation of a proactive code enforcement system for the department, as well as a restructuring of various housing incentive programs to encourage mixed-income neighborhoods.
Prior to his role at Columbus, Steve led the economic development consulting practice for Ice Miller Whiteboard, providing strategic planning services to various municipalities and performing site selection, incentives negotiation and analysis for projects that included corporate headquarters, manufacturing sites and data centers. He also served as Director for the State of Ohio’s Strategic Business Investment Division, overseeing statewide economic development efforts including project and incentive negotiations, monitoring agreement compliance and business retention.
Steve has a Master of Public Management from the University of Maryland, School of Public Affairs, and Bachelor of Arts degrees in Political Science and Economics from Ohio University. He is an Ohio University Voinovich School Distinguished Alumni recipient, a Columbus Business First Power 100 recipient, and a Rose Fellow from the National League of Cities/Urban Land Institute Daniel Rose Center. His community involvement includes: Board Member and Treasurer for CelebrateOne, Board Member for the Central Ohio Community Improvement Corporation, and Board Member for Partners Achieving Community Transformation. He is actively involved in various Upper Arlington youth sports programs, including the Golden Bear Basketball Club, Kiwanis Soccer and Bear Cub Baseball.

Noelle Sheets is Vice President overseeing the Knowledge & Networks Division at the Council of Development Finance Agencies (CDFA), and Executive Director of the CDFA Foundation. She plays a pivotal role in shaping CDFA's future direction and ensuring the organization remains at the forefront of development finance.
Ms. Sheets came to CDFA in 2019, bringing with her more than 20 years of experience in nonprofit association management gained through positions at SSTI, the National Association of the Remodeling Industry of Central Ohio, and the Girl Scouts of Ohio's Heartland.
As VP of the Knowledge & Networks Division, Ms. Sheets implements strategies to expand, energize, and optimize CDFA’s portfolio of work including the CDFA Training Institute, CDFA Advisory Services, membership, sponsorship, and event activities.
As Executive Director of the CDFA Foundation, Ms. Sheets designs and coordinates the Foundation’s activities, focusing on creating equitable and inclusive opportunities for socially and economically disadvantaged individuals and communities involved in the development finance industry. She is deeply passionate about the Foundation’s mission and actively champions initiatives such as the CDFA Foundation Scholarship Program and the Caren S. Franzini Fellowship Program.
