Lindsay Cigole

In her role as Director at ORIX Municipal Finance, Lindsay Cigole is responsible for municipal portfolio debt originations and real estate debt originations, along with assisting in the evaluation, review, and monitoring of ORIX Municipal Finance’s investment and trading portfolio. Prior to joining ORIX, Ms. Cigole served as a Vice President for MuniCap, certified as a Series 50 Municipal Advisor. During the eleven-year term at MuniCap, Ms. Cigole assisted in providing a multitude of developers and municipalities, in over fifteen states, access to nearly $1 billion in capital for construction of public infrastructure through the issuance, refunding, or restructuring of special district bonds, secured by tax increment and special assessment/special tax revenues.

Ms. Cigole is a graduate of Clarion University where, as a member of the women’s volleyball team, she graduated summa cum laude from the Honor’s Program with a Bachelor of Science in Business Administration in International Business, Personal Finance, and Economics and a minor in French. Ms. Cigole also holds a Master of Science in Real Estate from Johns Hopkins University. She served on inaugural committee for the Urban Land Institute – Baltimore, Women’s Leadership Initiative. Ms. Cigole currently serves on the Clarion University College of Business and Information Sciences Advisory Council and the Clarion University Center for Career and Professional Development Advisory Council. In addition, she is active in the Urban Land Institute, the Women in Public Finance, the Council of Development Finance Agencies, the Lambda Alpha International Land Economics Society, and is a guest speaker for several industry related organizations. In 2018 Ms. Cigole began instructing at Clarion University as a temporary professor in the Finance Department.


Anna Horevay

Anna focuses her practice on public finance with an emphasis on infrastructure financings. She is a recognized emerging leader for her considerable experience advising clients on infrastructure projects from conception to financing. In addition to her financing practice, Anna counsels clients on tax credits and other governmental incentives.
 
Anna partners with issuers, underwriters, developers and borrowers on a variety of financing structures with a particular focus on public bond offerings. Anna’s bond practice includes land-secured transactions, incremental tax revenue pledges and general revenue pledges, and she has counseled clients on financings for transportation facilities, mixed-use developments, continuing care retirement communities, renewable energy facilities, exempt facilities, multifamily housing and hospitals.
 
Outside of her law practice, Anna is a member of the board of directors of Women in Public Finance, a national organization dedicated to the advancement of women the public finance profession. In addition to her involvement in the national organization, Anna co-founded the Maryland Women in Public Finance chapter and serves as its past president and as a founding director of the organization. Anna currently serves as the chair of the Judicial Selections Committee for and is the immediate past president of the Asian Pacific American Bar Association of Maryland, and Anna is also on the board of trustees of Baltimore Center Stage, the State theatre of Maryland.


Caitlin Johnson

Caitlin has a background in real estate economics, public-private development finance and economic development. She specializes in market analysis and redevelopment strategy as well as special district eligibility studies/designation. She utilizes a data-driven approach to guide the use of public funds to support redevelopment and inform land use decisions, often focusing on the interplay between transportation and land use. Her experience at SB Friedman includes providing market and economic development/land use strategy advice as part of various comprehensive, master, corridor and subarea plans throughout the country including communities in the Chicago, Tampa Bay and Atlanta greater metro regions. Her experience includes conducting market analyses to inform high-level policy solutions to support equitable, transit-oriented development along a proposed bus rapid transit route in Tampa/Hillsborough County, FL. She also provided market-driven insight and analysis to the Village of Schaumburg, IL, to help create an implementable land use plan for the Motorola Campus. Caitlin holds a Master of Science in City Design and Social Science from the London School of Economics and Political Science, a dual Master of Business and Master of Arts in Community Development and Planning from Clark University, and a Bachelor of Arts in Economics from Wheaton College (MA). She is a member of the American Planning Association.


Katie Kim

Katie Kim co-founded The Kim Group over ten years ago with her husband Charles Kim. Katie has over twenty years of experience in the development, construction and real estate industries. Katie oversees daily operations at The Kim Group and serves a vital role with our development services, real estate, construction management, property management, and investment management. Katie achieved her Certified Commercial Investment Member (CCIM) designation and became the first and only woman in central Illinois to obtain the coveted designation. In 2015, Katie received the honor of Professional Remodeler Magazine’s Top 40 under 40 award and also received WEEK’s 25 Women In Leadership award. Throughout her career at The Kim Group, Katie has been involved from pre-development through the construction phase on several mixed use projects including healthcare, commercial/retail/office, and commercial/residential developments. Katie’s property management experience includes industrial, office, retail, mixed use and residential facilities. Katie Kim recently completed development services for an investor group for Peoria Heights Landing, and she is in the process building out the phases of the development and leasing space as they become available. In addition, Katie assisted with the development of the mixed used development at the corner of Willow Knolls & Radnor road in Peoria, IL, which has recently completed it’s third phase of a five phase project.


Naina Magon

Naina Magon has over 25 years in economic development, planning and finance experience in municipal government and consulting at the city, county and regional levels. She has served both public and private sector clients in facilitating new investment and development/revitalization efforts through creative and implementable solutions, including financing of public infrastructure and projects. Naina has worked with communities in evaluating their current economic situation, identifying opportunities, and developing strategic plans with solutions to move forward. She has successfully combined her passion for planning and economic development, allowing her to create and implement comprehensive and inclusive solutions for communities, with the goal of enhancing prosperity and fostering growth.

As a Principal with Hawes Hill & Associates, she has been involved in the creation and management of special districts including Tax Increment Reinvestment Zones and Municipal Management Districts, throughout the State of Texas. She specializes in assessing existing conditions and needs, project feasibility, financial analysis, project implementation and development agreements. Her background in economic development and planning along with her experience in development finance have allowed her to work with clients in crafting solutions and creative financing mechanisms for funding public infrastructure and achieving community goals.

Naina has a bachelor’s degree in economics from the University of Calgary and a master’s degree in urban and regional planning from Texas A & M University. She has worked with communities all over Texas and served on several panels speaking on the creative use of public financing in achieving community goals.



Emily Metzler

Emily Metzler brings nearly two decades of experience to her role as a Public Finance Managing Director at Stifel. Prior to joining Stifel, she served as Chief Operating Officer and Chief Compliance Officer at MuniCap, Inc., a registered municipal advisor. Throughout her career, Emily has supported catalytic real estate public finance development projects in over thirty states and has been involved in the issuance of more than $2 billion in development district bonds.

Her expertise spans the full lifecycle of financial structures for public and private investment projects—from initial concept and capitalization to post-issuance administration. Emily is particularly well-versed in a variety of financing and revenue mechanisms, with a strong focus on tax increment financing, special assessments, and special taxes.

An active leader in the industry, Emily contributes her insights to several professional organizations, including the Association of Public Finance Professionals, the Urban Land Institute, Lambda Alpha International, and Women in Public Finance. She serves on the board of the Council of Development Finance Agencies (CDFA), where she also chairs the strategic planning committee. Additionally, she has completed two terms on the MSRB Compliance Advisory Group, offering municipal market expertise to the MSRB.

Emily holds Series 50 and 54 licenses and is currently pursuing her Series 7, 53, and 62 licenses to support her expanded role at Stifel.

Michael Ryzhov, AICP specializes in public-private partnership finance and market analysis for large-scale planning projects. Since joining SB Friedman, he has focused on combining quantitative and qualitative approaches to help municipalities evaluate policy decisions, responsibly manage public funds, and create walkable, mixed-use communities. Select experience includes: creating transit-oriented development plans for bus rapid transit corridors; evaluating the impact of various policy decisions on market feasibility for a catalytic site in Bloomington, Indiana; and conducting financial due diligence to determine the appropriate level and structure of public financial assistance for major redevelopment projects around the country. Michael holds a Bachelor of Arts in History and Economics from Northwestern University and a Master of Urban and Regional Planning from UCLA.
