Citi Foundation Selects SELF, Other Entities as Community Progress Maker Grant Awardees
The Citi Foundation has awarded its third iteration of Community Progress Makers. Among awardees is the Solar and Energy Loan Fund (SELF), which received a $500k grant. The Citi Foundation first launched Community Progress Makers in 2015, with the goal of providing unrestricted grant support to community change agents who were working to catalyze economic opportunities for underserved communities across the United States.

USDA Invests $5.2B to Build and Improve Critical Rural Infrastructure in 46 States and Puerto Rico
USDA Secretary Tom Vilsack announced that USDA is investing $5.2 billion to build and improve critical rural infrastructure in 46 states and Puerto Rico. The investments reflect the Biden-Harris Administration's commitment to Building a Better America by investing in rural communities and will help expand access to high-speed internet, clean water, and reliable electricity in people's homes and businesses across rural America.

Equitable Facilities Fund Commits $500M to Public Charter Schools Led by People of Color
In a major step towards advancing educational equity for all students, Equitable Facilities Fund (EFF), a nonprofit social impact fund specializing in facilities financing for high-performing public charter schools, announced today that it is committing $500 million to public charter schools run by people of color. The funding will be fully disbursed by 2026 to provide low-cost loans for school facilities so that exceptional educators can establish deeper roots within their communities.

DOE and DOT Launch Joint Effort to Build Out Nationwide Electric Vehicle Charging Network
U.S. Secretary of Energy Jennifer M. Granholm and U.S. Secretary of Transportation Pete Buttigieg signed a memorandum of understanding to create a Joint Office of Energy and Transportation to support the deployment of $7.5 billion from the President's Bipartisan Infrastructure Law to build out a national electric vehicle charging network that can build public confidence, with a focus on filling gaps in rural, disadvantaged, and hard-to-reach locations.

USDA Expands Access to Four Key Loan Programs
USDA Rural Development Under Secretary Xochitl Torres Small today announced the Department is expanding access to four loan guarantee programs that provide funding to help rural communities create jobs and improve local infrastructure.

Florida Community Loan Fund Finalizes NMTC Financing for the Agape Village Health Center
Florida Community Loan Fund has finalized closing on New Markets Tax Credit (NMTC) financing for the Agape Village Health Center. The $34.8 million campus will provide healthcare and social services from Miami's Goulds neighborhood. With financing through the NMTC program, this project brings a significant expansion of needed health services to the community.

60 Finalists Announced for Build Back Better Regional Challenge
U.S. Secretary of Commerce Gina M. Raimondo announced the 60 finalists for the U.S. Economic Development Administration's (EDA) $1 billion "Build Back Better Regional Challenge" – the marquee of EDA's American Rescue Plan programs – that aims to boost economic pandemic recovery and rebuild American communities, including some that have been grappling with decades of disinvestment.

Iowa Governor Announces $100M for Water Infrastructure and Water Quality
The Iowa Finance Authority will provide $75 million for the Water Infrastructure Fund through federal American Rescue Plan Act dollars, a news release said. The funding will support projects that are meant to reduce excess nutrients, improve drought resiliency, reduce flood risks, improve public health, promote reuse of water and wastewater, and economically benefit communities and the state.

The Infrastructure Investment and Jobs Act (the "Act") adds two categories of tax-exempt bonds that may be issued for exempt facilities and increases the amount of tax-exempt bonds authorized to be issued for one existing category of tax-exempt bond. Included are Private Activity Bonds for qualified broadband projects and Private Activity Bonds for carbon dioxide capture facilities.
