Unlocking Capital for BIPOC-owned Businesses
Small business owners face challenges accessing capital, investment, and other opportunities to start or grow, and minority entrepreneurs often experience even greater obstacles. As racial inequities continue to expand, many community institutions, lenders, and even corporations are stepping up to reduce barriers for black, indigenous, people of color-owned businesses to access capital.

Senate Prepares to Move Forward With Bipartisan Infrastructure Bill
The Senate on Monday began its push to pass the roughly $1 trillion bipartisan infrastructure bill hours after legislative language was completed and unveiled, with senators involved in crafting the proposal hoping it will clear the upper chamber in the coming days. Capping a rare weekend session, the bipartisan group of Senate negotiators announced Sunday night that they had finished writing the 2,702-page bill, which will provide $550 billion in new funding to improve the nation's roads, bridges, railways, and public transit systems.

Chicago, IL Investor Raises $265M, Seeks More for Opportunity Zone Projects
Origin Investments said it recently closed its first Qualified Opportunity Zone Fund, which at $265 million now stands among the largest such funds in the U.S. meant to capitalize on the federal Opportunity Zones program. Origin launched its first QOZ fund in 2018 and has committed $100 million of the $265 million it raised to five apartment projects, including one recently completed in Pilsen.

Enterprise Community Partners Closes $235.8M LIHTC Fund
Enterprise Community Partners has announced the closing of a $235.8 million low-income housing tax credit fund that will help create or preserve 2,529 affordable homes in 19 properties. The developments are in 14 states—Alabama, California, Colorado, Florida, Illinois, Kentucky, Massachusetts, Minnesota, Montana, New York, North Carolina, Pennsylvania, Washington, and Wisconsin.

Evolution of Tax Increment Financing: Indiana, Kentucky, Ohio, and West Virginia
Tax increment finance legislation continues to evolve in many states including legislative changes in Indiana, Kentucky, Ohio, and West Virginia. These changes may provide additional opportunities for local governments or developers looking to utilize TIF to complete their capital stacks. May also provide additional financing opportunities for existing districts and projects.

Governor Pritzker of Illinois Signs New Legislation Expanding Affordable Housing
Gov. JB Pritzker signed House Bill 2621 into law, creating new financing programs and tax incentives to support the creation and preservation of affordable housing in communities across Illinois. The legislation includes several provisions aimed at reducing the shortage of affordable housing and builds on efforts to support housing stability in areas disproportionately affected by COVID-19.

NJEDA Announces Additional $75M for Commercial Real Estate Projects
The New Jersey Economic Development Authority (NJEDA) announced a $75 million extension of the commercial component of the Economic Redevelopment and Growth (ERG) Program. The Commercial ERG Program is an incentive to help developers and businesses address project financing gaps in development or redevelopment projects, including below-market development margins or rates of return.

Fitch Revises the Outlook on 18 Airports to Stable From Negative
Fitch Ratings said it has revised the outlooks to stable from negative on 18 large airports and major airline hub facilities and affirmed their ratings. Fitch said the actions "reflect the diminished operational and financial risks that have challenged airports since early 2020 due to a combination of improving passenger volumes in recent months, the effective management oversight of budgets, and the financial relief accommodated by federal aid that appears to mitigate revenue impairments."

MSRB Study Points to Impact of Federal Reserve's Pandemic Response
A significant disparity between how the effective spreads of municipal and corporate bonds declined following the most volatile month early in the pandemic may be at least partly explained by the differential treatment they received from Federal Reserve backstop programs. That was a conclusion drawn by a new Municipal Securities Rulemaking Board study.

The Renters Tax Credit Act of 2021 would establish a new renters tax credit to make housing more affordable for low-income households. These households, which include many low-wage workers, seniors, and people with disabilities living on low, fixed incomes, are more likely than other households to pay high shares of their income for housing and face a greater risk of eviction and homelessness.
