EPA Announces $220M for Uranium Mine Site Clean-Up on the Navajo Nation
The U.S. EPA announced three contract awards for the clean-up of more than 50 abandoned uranium mine sites on the Navajo Nation on Thursday, worth up to $220 million over the next five years. Work is scheduled to begin later this year following the completion of assessments in coordination with the Navajo Nation Environmental Protection Agency.

Everybody Wants Muni Paper
For an example of how negative real interest rates are distorting prices, behold the municipal bond market. Last month investors snapped up $560 million in bonds issued by junk-rated Chicago Public Schools (CPS). The district's 10-year bonds were priced at 1.94% and the 20-year at 2.24%—a mere 117 to 105 basis points above the AAA muni benchmark yields. As the district's finances have deteriorated, its borrowing costs have plunged.

MSRB Analyzes Effects of COVID-19 on Municipal Bond Market
In a new report on the effects of the COVID-19 pandemic on the municipal bond market, the MSRB found market resilience in the face of unprecedented volatility. The MSRB found unprecedented municipal mutual fund outflows in March 2020, but net inflows of $39 billion by the end of the year, as well as a return to lower rates following significant market dislocation in March 2020.

Muni Yields Finally Rise, but Record Inflows Linger
Municipals sold off Wednesday after a weeks-long steady period during which they barely budged a basis point or two up or down, even as U.S. Treasuries pared-back recent losses and equities were mixed. The municipal secondary gave way to higher-yield trades on high-grade names and triple-A benchmarks rose two to five basis points as a result.

The Economy Needs an Infrastructure Bill
U.S. businesses say the economy badly needs a climate-focused infrastructure bill by the end of this year or sooner, as warnings about the cost of inaction grow more dire. The U.S. Chamber of Commerce sent a letter to Congress pushing for bipartisan legislation by July 4 that will address climate change, promote fiscally and environmentally responsible policies, and create middle-class jobs.

Gateway Tunnel Gets Back on Track with Feds
Federal funding for the new proposed Gateway rail tunnel under the Hudson River has come closer to fruition with the restoration of the definition of local cost-share. The Federal Transit Administration has rescinded a Trump administration policy that refused to count as a local cost-share the payments by New York and New Jersey on a proposed federal loan.
