The first project on file for Bethlehem's new City Revitalization and Improvement Zone will go before the Planning Commission on Thursday seeking a variance for three multi-story buildings with space for offices, retail and apartments.
Allentown Arena Zone Collects $48.2M in State Taxes
The Pennsylvania Department of Revenue reported that the Allentown arena-financing zone swept up $48.2M in 2013 from state taxes generated by business activity within Allentown's NIZ District, a 56% increase over last year's state tax haul.

Rapid Bridge Replacement Project

PennDOT is reaching out to the private sector to submit statements of qualification for the Rapid Bridge Replacement Project. The project is a public-private partnership (P3) that will reconstruct at least 500 structurally deficient bridges. This presentation covers the identification, screening and selection of bridges along with the transaction structure and procurement process.

Richard Schragger's essay begins by providing some background to the debate about business improvement districts (BIDs), and making some tentative efforts to describe the connections between BIDs and the urban resurgence in places like Philadelphia, arguing that those connections are not particularly robust.
