CDFA Releases SSBCI Interim Final Rule Comment Letter
The Council of Development Finance Agencies (CDFA) and its SSBCI Coalition write to provide comments in response to the U.S. Department of the Treasury Interim Final Rule on Demographics-Related Reporting Requirements for the SSBCI program. Detailed responses to the IFR reflect broad concerns, which are expressed in this letter.

HCR Completed $20M Affordable and Supportive Housing Development in Syracuse, NY
New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas announced the completion of a $20 million project to convert the historic St. Anthony of Padua Catholic School and Convent into an affordable and supportive housing development. The development now offers 54 homes for adults aged 55 and older with half of the apartments reserved for seniors in need of supportive services.

CDFA Recognizes Ariel Miller, DFCP
The Council of Development Finance Agencies (CDFA) is pleased to welcome Ariel Miller, a valued member of the CDFA team, as the newest graduate of the prestigious Development Finance Certified Professional (DFCP) program. A new graduate, Ms. Miller joins the ranks of fellow graduates who are recognized as the most qualified leaders in the development finance industry.

Minority-Owned Businesses Just Got One More Funding Source
OneUnited Bank has announced a partnership with Lendistry, a minority-led and technology-enabled small business and commercial real estate lender. Although OneUnited is the largest Black-owned bank in the country, it's been many years since it offered business loans. By partnering with Lendistry, the bank can now direct its business customers to a highly-respected business lender that's been around since 2015.

Biden Administration Releases Rural Playbook, Launches Building A Better America Rural Infrastructure Tour
The White House released a Bipartisan Infrastructure Law Rural Playbook to help state, local, Tribal and territorial governments in rural areas unlock the benefits from the historic investments in our nation's infrastructure and launched a rural infrastructure tour led by the President and other senior administration officials to engage rural communities across the country.

Reps. Carter and Guest Introduce Legislation to Revitalize Small and Local Businesses
Congressman Troy A. Carter, Sr. (D-LA) and Congressman Michael Guest (R-MS) introduced the bipartisan Revitalizing Small and Local Businesses Act (RSLBA) in the House of Representatives. This bill would create a new program to infuse resources into national networks of local business district entities that support place-based entrepreneurship activities.

Connecticut Announces $45M for Projects to Boost Community Vibrancy and Livability
Governor Ned Lamont announced that the State of Connecticut is awarding $45 million to twelve cities and towns, leveraging approximately $74 million in non-state and private dollars to support projects that improve the livability and vibrancy of communities throughout the state. Consistent with the goals of the funding program, more than 50% of funding will be invested in Connecticut's distressed municipalities.

P3 Helped Drive Milwaukee, WI Unsheltered Homeless Population to Lowest in the Nation
The Milwaukee Downtown Business Improvement District (BID) launched a campaign in 2017 to raise awareness and funds for a Homeless First endowment fund, moving kits, applications and security deposits, and a full-time downtown homeless outreach coordinator. Milwaukee now has the lowest per-capita unsheltered homeless population in the country.

Sens. Booker, Scott, Kind, Kelly Introduce Bipartisan, Bicameral Bill Reforming OZs
U.S. Senators Cory Booker (D-NJ) and Tim Scott (R-SC) and U.S. Representatives Ron Kind (D-WI) and Mike Kelly (R-PA) introduced a bipartisan, bicameral bill reforming Opportunity Zones, the tax incentive for individuals who reinvest unrealized capital gains into high-impact projects in underserved communities.

Citigroup sold the $389.495 million of Series 2022 tax-exempt convention center hotel first-tier revenue bonds on March 30.
