Three Things to Know About WRAP 2.0
The U.S. EPA launched the Water Reuse Action Plan (WRAP) 2.0, to harness the power of water reuse for American industry, the artificial intelligence (AI) future, and American energy dominance while strengthening public health protections and safeguarding the nation's water resources. The Plan seeks to strengthen cooperative federalism through partnerships and protect the environment while growing the economy.

S2 Guidance On White House FY2027 Federal Budget Proposal
The White House Office of Management and Budget released its FY2027 "skinny budget" proposal, which provides broad figures on proposed levels for federal agencies and programs, but few details. The proposal outlines significant reductions across multiple federal agencies and programs. While this White House proposal serves as an initial framework and will be subject to congressional negotiation, it signals key policy priorities and potential funding risks. IEDA Approves $5.7M in Tax Credits for 4 Manufacturing Projects Statewide
The Iowa Economic Development Authority board has approved tax credits for four companies with projects that represent over $100.8 million in investment and the creation of 87 jobs. The IEDA board has awarded funding to 39 manufacturers through the 2026 Manufacturing 4.0 Technology Investment Program to date.

Inside Kansas City's $600M Bet on a Downtown Royals Ballpark
Kansas City's Finance Department advanced an ordinance that would direct City Manager Mario Vasquez to submit an application for a tax increment financing deal to leverage new sales and earnings tax revenue in a still-undefined stadium district to pay off a $600 million city-backed bond to help finance the project. The ballpark is expected to cost $1.9 billion, with the balance financed by the Royals and the state of Missouri. The proposed ordinance is co-sponsored by nine out of 13 City Council members, so it will likely pass.

New York City to Spend $4B From Pension Funds on Affordable Homes
Money from New York City's public pension funds is to invest more than $4 billion in affordable developments over the next four years. The significant infusion of money, which will more than double the funds' current real estate portfolio, could help build or rehabilitate thousands of homes in and around the city. Money from the City's public pension funds has already funded a 33-story mixed-income high-rise in Midtown Manhattan, a 30-unit apartment building in the Bronx for survivors of domestic violence, and a Brooklyn building for formerly incarcerated women and their families.

Trump Wants to Slash $5B from USDA's Budget. That Could Hurt Rural America
The Trump administration's proposal for the 2027 fiscal year aims to eliminate $4.9 billion from the USDA's annual budget—a nearly 20% cut. The cuts in the requested budget include a $510 million reduction in funding to the National Institute of Food and Agriculture, which supports agricultural research and extension programs. It also cuts $659 million from a grant program designed to fund community facilities or services. Some experts worry the suggested budget cuts may impede the flow of resources to rural America.

USDA Terminates Land Access Program for New Farmers
The USDA recently canceled a $300 million grant program designed to support underserved producers across the United States. In 2023, the USDA selected grantee projects across 40 states and territories to expand land ownership opportunities for marginalized farmers under the Increasing Land, Capital, and Market Access (ILCMA) Program. Many of these efforts also offered agricultural training, promoted sustainable production practices, and helped farmers connect to markets.
