A Deeper Dive into Opportunity Zones 2.0
The One Big Beautiful Bill Act, signed July 4, makes Opportunity Zones (OZs) a permanent part of the tax code. Michael Novogradac and Jason Watkins break down key updates, including new reporting rules, a push for rural investment, and the 2026 timeline for nominating the next round of OZs. They also introduce Novogradac's new OZ 2.0 Mapping Tool and discuss the potential "dead zone" for OZ investments.

CA, Other States Begin to Implement New 25% Test for 4% LIHTC and Bond Developments
The OBBBA lowers the minimum eligibility requirement for 4% federal low-income housing tax credits (LIHTCs) from 50% to 25% thereby expanding the volume cap of tax-exempt bonds. This recent law change and updated California rules make it easier for more affordable housing projects to qualify for key tax incentives—but developers now need to be smarter about how much bond money they request and how they plan for cost increases.

Rural America Rebound on the Horizon with New Opportunity Zone Incentives
Newly created Qualified Rural Opportunity Funds (RQOFs) will target rural communities, along with various other pro-growth tax tools, and support a massive wave of private investment in the American heartland. The reimagined program includes an enhanced 30% basis step-up after five years and a lower substantial-improvement threshold, which offers strong advantages for rural communities that will help steer capital toward agriculture and water infrastructure.

Michigan Group Pitches $800M Affordable Housing Plan: ‘We Have to Invest'
A group representing local governments across Michigan is calling on state lawmakers to set aside $800 million over the next five years to help spur affordable housing projects, predicting the cash infusion could result in 10,000 new or rehabilitated homes. The proposal from the Michigan Municipal League would provide funding to developers for projects in communities that relax certain zoning regulations—such as allowing duplexes in residential areas—an effort to ward off any potential mandates from the state.
