Economic Innovation Group Launches Interactive Opportunity Zones Map
The goal of this project is to shape the Opportunity Zones marketplace towards deep social impact and broad geographic reach by sharing information and best practices with the public. It presents a curated list of activities and is designed to bring attention to the most novel, noteworthy, and promising local developments catalyzed by the Opportunity Zones policy.
PA Former Steel Site Is Turning Into An Aquaponics Facility
Backed by the social impact investors Hollymead Capital, the nonprofit Food 21 and an opportunity zone fund, with Peoples Natural Gas as its chief cheerleader, freshly sprouted InCity Farms is in the process of finding a headquarters in Pittsburgh. Its planned $30 million Duquesne facility is expected to employ 130 — starting salaries around $35,000 — potentially expanding to 275.
ITC, PTC Extension Included in GREEN Act Discussion Draft
The House Ways and Means Committee today released a discussion draft and section-by-section summary of the Growing Renewable Energy and Efficiency Now (GREEN) Act, which delays the phasedown of the renewable energy production tax credit (PTC) and investment tax credit (ITC) until after 2024.
P3 Projects on the Way with an Investment of $235M
Guaynabo Mayor Ángel Pérez Otero has been pushing for more economic development initiatives, and the latest to be announced are three public-private partnerships (P3) in the areas of energy generation and distribution, assisted living facilities for veterans and social interest housing.

City of Dallas, TX and SHOP Development Awarded Urban Land Institute's Next Big Idea Award
The City of Dallas Office of Economic Development and SHOP Development have won the Urban Land Institute's 2019 Next Big Idea Award for their joint entry "Transforming Spaces into Places." Three shopping center projects, Casa View, Hillcrest Village, and Lakeridge, were submitted as a group to show how aging retail centers can be transformed into modern, thriving retail communities.
U.S. Treasury Awards Over $188M to Support CDFI Investment in Low-Income and Distressed Communities
The U.S. Department of the Treasury's CDFI Fund awarded 284 CDFIs $188.7 million in Financial Assistance awards today. The awards, through the FY2019 round of the CDFI Program and the Native American CDFI Assistance (NACA) Program, will enable CDFIs to increase lending and investment activity in low-income and economically distressed communities across the nation.
CA Kicks Off $2B Bond Program to Fight Homelessness
Officials will sell the first offering of $500 million of municipal bonds under the initiative aimed at providing permanent housing and assistance to those afflicted with mental illness. The offering is part of a $2 billion program known as No Place Like Home that California voters authorized last year amid a deepening crisis.

Chicago, IL Sets Team for $1.2B Refinancing Deal
Chicago Mayor Lori Lightfoot's $1.3 billion debt refinancing — with Goldman Sachs, JPMorgan, Cabrera Capital Markets LLC, and Siebert Williams Shank & Co. LLC in the lead spots — is set for a City Council vote. The council's Finance Committee signed off on the bond authorization, along with a tax revenue package, after council members questioned the reliability of some revenue sources used to fill the hole in an $11.65 billion budget.
Portland, ME, to Issue its First Airport Green Bond Deal
The City of Portland, Maine, is issuing its very first green bond deal and the first-ever airport green bond deal. The Portland Jetport is scheduled to sell $56.37 million of general airport refunding revenue non-AMT green bonds, expected to mature serially from 2021 through 2040.
