CDFA Provides Financing Strategies for Future Wharf in St. Mary's, GA
The Roadmap Report provides financing strategies for the future Wharf St. Mary's, a redevelopment of the former Gilman Paper Mill. Suggestions are intended to facilitate the development of a mixed-use wharf, including dry dock storage, a boatyard, docking facilities and boat repair facilities, along with commercial and residential components.

Goldman Sachs is racing to make use of Opportunity Zones and potentially popularize it on Wall Street. Days after the legislation passed, Goldman Sachs created an opportunity fund to invest in a project that will add affordable housing to New York's Jamaica neighborhood.
New Dallas, TX Development Will Serve Homeless Seniors
The $6 million redevelopment, with over half for renovations, is financed through a private/public partnership between the city of Dallas, Dallas County, the Federal Home Loan Bank of Dallas, Frost Bank, private donors, and Catholic Housing Initiative equity contributions.

Also, broker-dealers will need to have systems in place to ensure compliance with those new undertakings.
Houston, TX Backs $2.5B Flood-Control Bond
Houston-area voters have approved the issuance of $2.5 billion in bonds that will fund critical flood-control projects.The measure will fund projects that may include buyouts of homes in flood-prone areas, the expansion of local bayous and the construction of additional stormwater detention basins.

WIFIA Issues $699M Loan to San Francisco Public Utilities
The U.S. EPA has issued a $699 million loan to the San Francisco Public Utilities Commission to help finance its innovative Southeast Treatment Plant Biosolids Digester Facilities Project. The loan has been issued through the Water Infrastructure Finance and Innovation Act (WIFIA) Program.

NY Dormitory Authority Makes the Most of PABs' Survival
The Dormitory Authority of the State of New York has had a lively year after surviving an effort in Congress to eliminate one of its major missions. DASNY finished the first half of 2018 as the nation's second largest issuer with $3.2 billion in bonds sold through 12 deals, according to Thomson Reuters data.
How Bill Would Help Muni Bond Financing of Water, Sewer Projects
Private activity bonds issued to finance water and sewer infrastructure projects would be exempted from state PAB volume caps under a bipartisan bill introduced this week by two Senators. The "Sustainable Water Infrastructure Investment Act" (S. 3358) was introduced by Sens. Bob Menendez, D-N.J. and Mike Crapo, R-Idaho.
