The Capital for Beginning Farmers and Ranchers Act, introduced by Representatives Marilyn Strickland, Alma Adams, Jimmy Panetta, and Senator Peter Welch, aims to support new farmers by directing the Farm Service Agency to create a multi-year loan pilot program. This program will offer flexible loans with reduced interest rates and collateral requirements, designed to cover initial assets and the development of production and management systems. Key features include loans up to $100,000, repayment terms of 3-10 years, and robust technical assistance.
San Francisco, CA USD Will Ask Voters to Approve a Nearly $800M Bond Measure
The financially troubled San Francisco Unified School District (SFUSD) will come asking voters for a bond measure that's in the neighborhood of nearly a billion dollars in November. SFUSD is the largest provider of food security for children in San Francisco, the 2024 bond will construct a Food Hub for Student Nutrition Services to improve access, source fresher products locally, and offer a wider range of healthy meals for all students.

Legislative Session Reveals Key Advancements for Kentucky Agriculture
During the 2024 legislative session, Kentucky Department of Agriculture was allocated $21.6 million from general fund dollars in Fiscal Year 2025 and $22.7 million for Fiscal Year 2026. In addition, $38.9 million for fiscal year 2025 and $39.9 million for 2026 was allocated out of the Tobacco Master Settlement Agreement for the Agricultural Development Fund. Through this fund, the Kentucky Agricultural Development Board and the Kentucky Agricultural Finance Corporation provide grants, incentives, and low-interest loans to help farmers and agribusinesses grow.

Miami-Dade County, FL Reapproves Expired $250M Bond for Seafood Company
Atlantic Sapphire has had its request for reapproval of a $250 million bond approved by the Miami-Dade Board of County Commissioners in Florida. The bond, which had been approved in 2023 but expired in April 2024, was reapproved by the Commissioners. The Commissioners' resolution, which passed 13-0, authorizes the Miami-Dade County Industrial Development Authority to issue one or more exempt facility bonds or taxable bonds within the next year.
Invest Appalachia Fund Closes With $35M for Community-First Investing
Invest Appalachia (IA), member of the Mountain Partnership, has closed its final round of commitments to the Invest Appalachia Fund (IA Fund) with a total of $35.5 million. The IA Fund added $16.6 million in commitments from six new investors in its second round, on top of the $18.95 million secured in the first close. IA was designed to provide flexible community-first impact investment that complements the existing community finance system and reaches persistently under-resourced populations and geographies across Central Appalachia.
