Minnesota Deploys $33M in SSBCI Capital to Support 225 Small Businesses
Minnesota Governor Tim Walz announced a new round of $33.3 million in SSBCI 2.0 funds distributed to 225 emerging and expanding small businesses across 44 cities. This capital aims to fuel growth, entrepreneurship, and statewide job creation. It represents the most recent state deployment of SSBCI funds, building on the nearly $30 million already disbursed in earlier rounds. This round of SSBCI funding is part of Minnesota's $97 million total allocation through the state's strategic partnership with the Department of Employment and Economic Development (DEED). This initiative was established under the federal American Rescue Plan Act of 2021. To date, DEED has deployed $29.5 million in SSBCI funds to assist 160 businesses across 44 cities.

Treasury Ramps Up Borrowing to Over $1 Trillion in Q3 Tightening Market Liquidity
U.S. Treasury has raised its net marketable borrowing forecast for July-September 2025 from roughly $554 billion to over $1 trillion, driven by a sharp fall in Treasury cash balances amid fiscal strains following the "One Big Beautiful Bill" legislative package. The fiscal shift aligns with the administration's preferred strategy of leaning heavily on short-term Treasury bills (T-bills) rather than long-term bonds. At the same time, the Treasury is evaluating debt buybacks, particularly in longer-dated 20- and 30-year bonds, to enhance liquidity and reduce cost pressures is demand softens.

USDA Slashes Regional Food Business Grants, Halts Heartland Hub
The USDA has abruptly discontinued the Regional Food Business Center (RFBC) program, ending nearly all grant support to small and mid-sized farm and food businesses across Nebraska, Iowa, Kansas, Missouri, Oklahoma, and northwest Arkansas. The Heartland RFBC, slated to wind down by September 15, 2025, had already awarded just $3.7 million from an anticipated $12 million pot, leaving the second round of funding canceled despite previously planned dispersed grants. The termination signals a major disruption in local food supply chain strengthening efforts and access to technical and market support resources. Although regional partners, like the Heartland Center, are exploring self-funded continuations, the cuts significantly narrow credit and capacity-building options for small food enterprises in the Heartland region.
