According to American City and County, interest in P3s is increasing despite the criticism. Legislation for P3s on social infrastructure projects has spread across the nation, and 49 states have statutes for projects such as libraries, schools and parking lots.

CA Governor Signs Off on New TIF Structure
SB 628 authorizes local officials to create Enhanced Infrastructure Financing Districts and issue bonds to finance capital improvements and projects of communitywide significance. Enhanced IFDs may include any portion of a former redevelopment project area.
