CDFA Opposes Legislation that Threatens PACE
CDFA sent a letter to the members of the Senate Banking, Housing, and Urban Affairs committee encouraging them to oppose S. 838, the "PACE" Act of 2017. The bill would subject PACE to TILA regulations, which would effectively kill this innovative financing tool.

Ygrene PACE Program Expands Credit Facility to $410M
Ygrene Energy Fund, a leading national provider of residential, commercial and multifamily PACE (property assessed clean energy) financing, announced that it has upsized its warehouse credit line to $410 million.

Ohio State University Explores P3 for Energy
Ohio State has proposed a plan to receive its largest investment in the university's history by selling its energy to the highest bidder. This continues the trend of OSU privatizing its resources, which began with its CampusParc deal in 2012. The 50-year, $483 million deal was also the largest of its kind.

Winters, TX, Receives Award for Water Improvements
The Texas Water Development Board awarded $822,054 in financial assistance to the city of Winters to finance water system improvements. The award consists of a $580,000 loan and $242,054 in loan forgiveness from the Drinking Water State Revolving Fund.

New Utility Solar Program A Small Step Forward for VA Renewable Energy
A bill by state Sen. Frank W. Wagner, R-Virginia Beach, which was signed by the governor this month, requires Dominion Virginia Power and Appalachian Power to establish pilot community solar programs in their service territories, selling power generated from solar arrays under two megawatts that are built by third parties to customers who subscribe.

Business Oregon Supports 15 Solar Utility Projects
At least 116 megawatts of new solar energy development will soon be underway in Oregon, supported by the state's Solar Development Incentive (SDI) program which is overseen by Business Oregon.

TN State RLF Awards $14.2M for Water and Wastewater Construction
Big Creek Utility District is among the three communities and two utility districts that have been approved to receive over $14.2 million in low-interest loans for water and wastewater infrastructure improvements from the state RLF program.

San Antonio Water Faces IRS Audit on $89M of Bonds
The Internal Revenue Service is examining the tax-exempt status of $89 million of bonds issued by the San Antonio Water System, according to a notice on the Municipal Securities Rulemaking Board's EMMA Web site. The IRS called the audit "routine" in a letter to SAWS Chief Financial Officer Doug Evanson.
