Treasury Department Official to Speak on SSBCI Briefing This Friday
Treasury's Deputy Assistant Secretary of Capital Access, Adair Morse, will join this Friday's SSBCI Briefing to provide an overview of the SSBCI 2.0 implementation process and discuss the type of input Treasury is seeking from SSBCI stakeholders during the rulemaking process. CDFA has been engaging with Morse and her colleagues at Treasury since the authorization of SSBCI 2.0 to help inform program implementation.

Treasury Releases Made in America Tax Plan Report
The U.S. Department of the Treasury released the Made in America Tax Plan Report to provide additional depth on the plan first announced last week as part of President Biden's American Jobs Plan. Importantly, this tax plan would generate new funding to pay for a sustained increase in investments in infrastructure, research, and support for manufacturing, fully paying for the investments in the American Jobs Plan over a 15-year period.

Federal Investment Guide to the American Rescue Plan
This report from Drexel University's Nowak Metro Finance Lab provides a guide to federal funding in the American Rescue Plan. The authors place a special emphasis on formula funds received by local anchors, competitive grants, and funds distributed to public authorities that city leadership can leverage to boost their recovery.

Addressing Chronic Homelessness Using Value Capture
Homelessness is not just an economic issue. It is far more complex, as people struggle with mental health issues, addiction, and a lack of help in recovering from these issues to become self-sufficient. This piece addresses how borrowing money and putting it to intensive use on interventions could improve outcomes in compassionate and efficient ways.

HUD Allocates Nearly $700M from Housing Trust Fund for Affordable Housing
On Tuesday, April 6, HUD announced the allocation of $689,565,492.92 through the nation's Housing Trust Fund for affordable housing. The Housing Trust Fund was launched in 2008 as an affordable housing production program that complements existing federal, state, and local efforts to increase and preserve the supply of decent, safe, and sanity affordable housing for low- and extremely low-income households, including families experiencing homelessness.

Washington TIF for Jobs Bill (ESHB 1189) Passed by State Senate
The TIF for Jobs bill, ESHB 1189, which was passed by the State House on March 3, was passed by the State Senate on Monday afternoon with a vote of 45-2. The bill still needs the House to vote yes on concurrence and the Governor to sign the bill into law.

Virginia LIHTC Incentive Enacted with $15M Annual Statewide Cap
Virginia Gov. Ralph Northam signed into law legislation creating a state low-income housing tax credit (LIHTC). S.B. 1197 creates the Virginia housing opportunity tax credit, which will have a $15 million annual allocation for five years, applying to taxable years beginning on or after Jan. 1, 2021.

USDA Seeks Input to Create a New Rural Renewable Energy Pilot Program
The U.S. Department of Agriculture announced it is requesting public input from interested parties, including potential customers and interested stakeholders, to help create a new Rural Renewable Energy Pilot Program. The Consolidated Appropriations Act, 2021 provided $10 million to USDA to develop a pilot program that provides financial assistance to rural communities to further develop renewable energy.

Lumesis Brings On ICE Data Services' Yield Curve to Its Platform
Financial technology company Lumesis has brought on ICE Data Services' yield curve data sets to bring another layer of information for its municipal bond clients, the firm announced on Monday. The tax-exempt ICE Municipal Yield Curve and spreads for all underlying trades are available to Lumesis customers using its DIVER New Issue and Secondary Pricing services.

Ohio Shuts Off Valve to Tainted $1B Bailout
Ohio formally put an end to the $1 billion ratepayer bailout for two nuclear power plants owned by then-bankrupt FirstEnergy Solutions Corp. at the center of a $60 million pay-to-play scheme that led to the arrest of Ohio House Speaker Larry Householder on federal corruption charges. Gov. Mike DeWine last week signed a partial repeal - House Bill 128.
