Pennsylvania approved the Alternative and Clean Energy Program in early 2013. The program provides grants and loans for the utilization, development and construction of alternative and clean energy projects in the Commonwealth. The Pennsylvania Business Development Authority created a brochure to highlight the importance of the authority's role in maximizing investment, relationships and job growth in the Commonwealth. The BDA is a consolidation of eight different financing programs.

State of Pennsylvania released the 2012 Annual Report for the Commonwealth Financing Authority. The report tracks a diverse range of development finance programs aimed at addressing all areas of the state. Each program and tool are accompanied by an overview and case study.

NCSL and NAHB mutually identified 11 strategies that appear to provide the greatest opportunities for local governments to finance current and long-term infrastructure needs in a cost-effective manner. The 11 strategies are detailed in this report as well as state legislation authorizing the various finance models.
