Texas Property Assessed Clean Energy Program Established to Encourage Private Investment, Redevelopment
The Bonham City Council approved the establishment of the Texas Property Assessed Clean Energy (TX-PACE) Program, giving local property owners a new private financing tool to improve buildings, lower operating costs and reinvest in commercial, industrial, agricultural and multifamily properties. The action followed a July presentation which proposed creating the TX-PACE Bonham to advance Bonham's long-term economic growth strategy.
First-Time Homebuyer Affordability Act Introduced in U.S. House of Representatives
Representatives Darin LaHood (IL-16), Jimmy Panetta (CA-19), Blake Moore (UT-01), and Tom Suozzi (NY-01) introduced the First-Time Homebuyer Affordability Act in the House. The Act would exempt qualified mortgage bonds from the volume cap requirements, joining existing exemptions for certain veterans' mortgage bonds, 501(c)(3) bonds and other specified obligations. If enacted, the bill would be a positive development for state and local housing finance agencies that issue qualified mortgage bonds to finance first-time homebuyer programs.
New Opportunity Zone Designations Are Underway
July kicked off the designation window for Opportunity Zones under the second-generation version of the program. OZ 2.0, as it's known, has gotten off to quite a different start than its predecessor and might be more beneficial to investors and the residents of the census tracts in which they invest. And this time, we'll have a better idea of whether those benefits actually materialize.
NYC TFA Announces $1.9B Future Tax Secured Subordinate Bond Sale
The New York City Transitional Finance Authority announced the details of its upcoming sale of $1.9 billion future tax secured subordinate bonds, comprised of $1.5 billion of tax-exempt fixed rate bonds and $415 million of taxable fixed rate bonds. Proceeds from the sale will be used to fund capital projects.
