COVID Vaccines and $600 Payments: Key Provisions in the $900B Stimulus Bill
Donald Trump signed the new COVID-19 stimulus package into law on Sunday night. The $900B emergency relief bill includes funds to help small businesses, health providers, and schools, as well as individuals facing unemployment, eviction, and food insecurity.

Significant Investment in Rural Communities Seen in 2020
Throughout 2020, a record number of $40 billion of investment was made in rural communities to help bolster their local economies. Investments were made in areas of water infrastructure, high-speed broadband, and business development. The U.S. Department of Agriculture (USDA) helped to provide rural areas with a substantial amount of support to strengthen rural businesses and communities.

Another Round of PPP Loans Approved by Congress, With Yet Additional Changes to the Program
The U.S. Senate and House of Representatives approved the "Consolidated Appropriations Act, 2021" that provides appropriations for 2021 and changes to the Paycheck Protection Program (PPP) administered by the U.S. Small Business Administration (SBA). The legislation gives new life to the PPP by extending the program, which had previously expired, and creating an option for a "second draw" for PPP borrowers. In addition, the legislation introduces changes to PPP loans that will impact both new and existing PPP borrowers.

Can 2020 Bond-Financed Projects Access the Fixed 4% Rate in the COVID-19 Legislation?
The COVID-19 legislation provides a 4% fixed low-income housing tax credit (LIHTC) rate for bond-financed affordable housing projects that meet certain requirements. The fixed-rate should plainly apply to bond-financed projects that rely on 2021 bonds and are entirely placed in service after 2020. For non-bond financed projects, the fixed 4% rate applies to acquisitions of used buildings provided the credits were allocated after 2020.

Telecommunications Tower Solar Array First in Country to Use C-PACE
A communications tower in Bolton, Connecticut recently became the first in the country to use C-PACE funding to install a solar array. Officials from the Connecticut Green Bank announced this month that it recently doled out Commercial Property Assessed Clean Energy financing for the installation of a large solar array below its 450-foot telecommunications tower.

How Small Towns Can Ride the Public-Private Partnership Wave
Public-private partnerships offer a unique opportunity to redevelop and revitalize smaller communities around the country. Urban communities have gotten a lot of attention in recent years for improving assets using public-private partnerships. The lack of public funding and the abundance of private capital has made P3 a popular tool for delivering public facilities and infrastructure. However, smaller underserved communities also have significant needs for improved facilities and infrastructure.

District of Columbia Housing and Finance Agency Finances New Affordable Development in Takoma
On December 22 DCHFA issued $21.5M in tax-exempt bond financing and underwrote $9.8M in four percent low income housing tax credits (LIHTC) for a new development at 218 Vine Street in Ward 4's Takoma neighborhood. This project will also include nine percent LIHTC.

Congress Provides Nearly $7B in New Broadband Funding in the Latest COVID-19 Stimulus
The historic $900 billion coronavirus (COVID-19) relief package deal that the President signed into law this past weekend – the second largest economic stimulus legislation ever produced by Congress – includes $7 billion in new funding for broadband-related purposes. Most of these funds will go to new programs seeking to narrow the digital divide by targeting resources to traditionally underserved communities.

Municipals Steady in Quiet Trading as New Federal Aid Calms the Markets
Municipal bonds were unchanged Monday as the markets resumed trading after the Christmas holiday break. Traders will again see an abbreviated trading week and another long weekend as the New Year's holiday looms on Friday.

Outlook 2021: A Banner Year for Muni Law Changes?
Public finance groups are optimistic 2021 will be a breakthrough year for the enactment of federal tax law changes to help grow the use of tax-advantaged bonds. The National Association of Bond Lawyers recently sent a letter to President-elect Joe Biden's transition team highlighting "a series of proposals that will allow state and local governments immediate access to much-needed capital." The recommendations include both regulatory relief that could be quickly implemented and changes in tax law that NABL officials are hoping will be included in infrastructure legislation in 2021.

California Treasurer Launches Interactive Public Finance Guide
California Treasurer Fiona Ma's office has gone virtual with the California Debt Financing Guide, making it easier for public finance professionals to find information they need. Ma announced the release of a new interactive software version of the guide Wednesday, which up until now had only been available as a static PDF document. It's available at www.debtguide.treasurer.ca.gov.
