The Ewing-Lawrence Sewage Authority will issue bonds to fund the remaining cost of upgrades for its wastewater treatment facility. The NJ Environmental Infrastructure Trust will supply the remaining $4.6 million to finish the project.

Regan Development will finance the project using federal and state housing tax credits, historic tax credits, and CDBG disaster-relief funds. CDBG is short for community development block grant program. The Broome County IDA will provide a 30-year payment in lieu of taxes (or PILOT) agreement to assist the project.

U.S. Sen. Charles Schumer urged the National Park Service and the State Historic Preservation Office to immediately add the "Nipper" building to the National Register of Historic Places. Schumer said this historic designation is the key to unlocking vital federal Historic Tax Credits for an ambitious adaptive reuse of the "Nipper Building".
