Bipartisan Bill Proposes Housing RLF Backed by GSE Proceeds
Reps. Nicole Malliotakis and Tom Suozzi have introduced bipartisan legislation to create a housing revolving loan fund (RLF) using proceeds from Fannie Mae and Freddie Mac's potential release from conservatorship. The fund would support state-led efforts to build or rehabilitate housing for middle-class and essential workers. The proposal aligns with broader goals to expand affordable homeownership and rental opportunities nationwide.
"One Big Beautiful Bill" Act Overhauls and Extends Opportunity Zones
The One Big Beautiful Bill Act (OBBBA) makes Opportunity Zones (OZs) permanent, narrows eligibility, and shifts incentives toward rural investment. New zones will be designated in 2027, with enhanced reporting and a focus on long-term impact. While real estate still dominates OZ use, supporters see potential in expanded housing and job creation. Critics remain concerned about limited benefits to underserved communities and lax investment restrictions.

"One Big Beautiful Bill" Makes Waves in Municipal Finance
The One Big Beautiful Bill Act (OBBBA) extends and expands several key tax provisions—including permanent 2017-era tax cuts, expanded SALT deductions, and new "Trump Accounts"—while also reallocating funds in ways with major implications for local governments. For cities, this means potential growth in taxable household income and municipal revenues, but also heightened uncertainty: large cuts to Medicaid and SNAP funding may increase demands on local safety nets and tighten state and federal grant streams. Infrastructure planners should note that while defense and border spending surged, clean energy incentives were dialed back, potentially impacting city clean-power initiatives. Community development and municipal finance professionals must now brace for both the upside of a friendlier municipal tax environment and the downside of reduced social funding.
