President-elect Promises to Keep TEBs

St. Louis to Issue $108M in Bonds for NGA Project
The effort to build a new western headquarters for the National Geospatial-Intelligence Agency (NGA) in north St. Louis is moving forward. The U.S. Department of Defense is allowing the city to enter an option agreement with the U.S. Army Corps of Engineers for the property where the facility will be built. It also allows the city to issue some $108 million in bonds for the project.

Final Issue Price Regulations Significantly Change Current Rules
On Dec. 9, the IRS released final Treasury Regulations relating to the "issue price" of tax-exempt bonds for purposes of arbitrage investment restrictions. As such, issuers, underwriters, financial advisors and others involved in the municipal bond market will need to determine how they will comply with the Final Regulations, which are effective for bonds sold on or after June 7, 2017.
VA Signs 50-Year Contract for $2.3B Toll Lane P3
A Spanish-led consortium will finance, build, and operate dual toll lanes in each direction along Interstate 66 in northern Virginia under a 50-year concession contract with the state.
