Applications for the 2026 Caren S. Franzini Fellowship Close Tomorrow!
The Caren S. Franzini Fellowship was established to cultivate and celebrate exceptional women in development finance, recognizing their leadership and commitment to advancing the industry. Administered by the CDFA Foundation, this six-month fellowship is open to women employed by a CDFA member organization with less than 10 years of experience in the field. Apply by Friday, March 13, at 5:00 PM Eastern!

CDFA Recognizes Gary Hamer, DFCP
CDFA is pleased to announce Gary Hamer, Interim Deputy Director of Partner Tulsa, as the newest graduate of the prestigious Development Finance Certified Professional (DFCP) program. Mr. Hamer joins the ranks of fellow graduates who are recognized as the most qualified leaders in the development finance industry.

Mayo Clinic Moves Forward with $750M Bond Issue
Mayo Clinic plans to issue $750 million of bonds in early to mid-April to help finance "Bold. Forward. Unbound." construction projects in Rochester and Arizona. Mayo Clinic will issue a combination of 30-year notes along with bonds with a shorter life, possibly in the seven- to 15-year range. The money from the coming bond sale would go towards financing the $5 billion "Bold. Forward. Unbound. In Rochester" construction initiative as well as a similar $2 billion effort on the Phoenix, Arizona, campus.

NOFO: 2026 Wood Products Infrastructure Assistance Program
The USDA Forest Service is announcing funding to provide financial assistance to facilities that procure and process byproducts generated from ecosystem restoration/forest management projects in areas at risk of unnaturally severe wildfire or insect or disease infestation. The intent of this funding is to substantially decrease the cost of restoration/forest management projects on federal and Tribal lands through targeted facility investment outcomes that increase market opportunities and value of byproducts produced from these projects. The deadline to apply is April 22, 2026.

NOFO: Agriculture and Food Research Initiative Strengthening Agricultural Systems
The long-term goal of the Agriculture and Food Research Initiative - Strengthening Agricultural Systems (SAS) Notice of Funding Opportunity (NOFO) is to help transform the U.S. food and agricultural system to increase agricultural production while enhancing farmer prosperity. Achieving this goal will require transdisciplinary approaches to address current and future food and agricultural challenges within the context of the economic viability of farm operations, quality of life for farmers and society as a whole, and the most efficient use of resources. The deadline for this NOFO is March 26, 2026.

NOFO: HARMONY: Human-Centric Analytics for Resilient & Modernized Power Systems
This NOFO aims to enhance grid reliability and resilience in the face of growing uncertainties and in the age of big data to accelerate pathways towards DOE grid modernization goals. Successful implementation of projects will enable rigorous quantification of risks and uncertainties and their communication to decision-makers and human operators for enhanced grid visibility and resilience. The deadline for this grant is April 9, 2026.

Senate Moves Historic Housing Legislation Forward with 21st Century ROAD to Housing Act
A significant, comprehensive housing package is advancing in Congress that could accelerate local leaders' efforts to improve housing affordability. The Housing for the 21st Century Act in the House, and the ROAD to Housing Act in the Senate, have been combined into a single bill, the 21st Century ROAD to Housing Act. It retains substantial bipartisan backing and includes housing priorities championed by the White House. For local governments, this means new program flexibility to address housing and related infrastructure, reduced federal regulatory requirements, and improved opportunities for public-private partnerships.

Connecticut Green Bank - Senior Associate, Transactions - Environmental Infrastructure
The Senior Associate, Transactions will help the Green Bank to develop and implement a new business unit of the organization and transform public and private investment in Environmental Infrastructure. The successful candidate will work to support execution across an active pipeline of lending transactions and special projects. The successful candidate will demonstrate ownership of discrete analyses within project workplans, contributing to overall project management and key deliverables. The Senior Associate, Transactions will bring prior experience and competency in Environmental Infrastructure, such as organic waste management solutions, climate adaptation and resiliency inclusive of nature-based solutions, and natural and working lands inclusive of environmental markets, or other related industries. They will also support a core goal of this business unit, ensuring increased investment in underserved communities.

Connecticut Green Bank - Senior Manager, Origination - Environmental Infrastructure
The Senior Managers will help the Connecticut Green Bank to grow a new business unit of the organization and transform public and private investment in Environmental Infrastructure. The successful candidates will have demonstrated lending experience in environmental infrastructure, such as organic waste management solutions, climate adaptation and resiliency inclusive of nature-based solutions, and natural and working lands inclusive of environmental markets, or other related industries. The roles will additionally support the business unit and Green Bank commitment to increased investment in underserved communities. Preference will be given to candidates with prior experience in commercial project finance, public finance, infrastructure investing and small business lending, or related project development or administrative experience.

Maryland DHCD - CDA Lending and Risk Analyst Jr. II, Program Associate
The Program Associate is responsible for answering and fulfilling administrative requests from partners, answering customer calls and resolving their concerns. Their primary responsibility is to review, evaluate and approve applications for grant weatherization services, tracking lead assignments, and assisting program managers with administrative tasks. This position will ensure that client applications and requests are completed in a timely manner. We are looking for individuals with great customer service skills and attention to detail when processing documentation. The successful applicant should be able to manage multiple tasks and adjust to changing priorities.

Maryland DHCD - Program Manager Senior II, Deputy Director
DHCD has an immediate opening for a permanent full-time Deputy Director of Homeless Solutions. The Deputy Director is a senior management position within the Division of Homeless Solutions, reporting directly to the Assistant Secretary. The Deputy Director provides executive and strategic leadership for the division, ensuring successful administration of over $48 million annually in federal and state grant programs to prevent and end homelessness, alleviate poverty, and increase housing stability. This position directly oversees the operating budget, program design and policy, grant management and award strategy, and coordinates with other divisions within the Department to maintain compliance with federal and state requirements.
