CDFA Gets Bond Financing Provisions Included in House Infrastructure Bill
On Monday, the House of Representatives introduced the 2,300-page H.R. 2, titled the Moving Forward Act. CDFA led the charge advocating for bond financing provisions in this package, sending coalition letters to hundreds of Congressional offices. H.R. 2 includes a significant bond provisions title, signaling that Congress understands the importance of bond financing in rebuilding our nation's infrastructure. Most importantly, the Moving Forward Act includes CDFA's main legislative priority, the provisions in the Modernizing Agriculture and Manufacturing Bonds Act.

CDFA wishes to thank the many members and coalition partners across the country who sent letters and were dedicated to bringing our message of modernizing private activity bonds to Congress.

House Democrats Release Text of H.R. 2; Major Infrastructure Bill Includes Bond Provisions
The Moving Forward Act includes bond financing provisions such as advance refunding bonds, an increase of annual state volume cap, creation of new Qualified Infrastructure Bonds, and the restoration of certain tax credit bonds. It also makes the NMTC permanent, gives LIHTC a major boost, delays the phasedown of the ITC, and increases the Historic Tax Credit, among many other provisions.

House Infrastructure Legislation Includes Major LIHTC Boosts, Permanency for NMTC, Increase in HTC Percentage and Delay of ITC Phasedown
H.R.2 includes provisions to establish a permanent minimum 4 percent rate for the LIHTC, increase the annual LIHTC allocation amount, temporarily reduce the test for bond-financed housing to 25 percent and permanently extend the NMTC at $5 billion, increase the historic tax credit (HTC) applicable percentage from to 30 percent for five years and delay the phasedown of the renewable energy investment tax credit (ITC) until 2026.

Arkansas Receives $75M USDA Loan for Rural Electric Program
The U.S. Department of Agriculture is providing a $75 million loan to Arkansas Electric Co-op Corporation through the Electric Infrastructure Loan and Loan Guarantee Program. Arkansas Electric Co-op will use this to build and improve electric transmission and distribution lines as well as smart grid technology for rural areas.

How to Bring Historic Buildings New Life and Purpose
Colleges are deciding whether to renovate and rehabilitate older buildings or build new, especially in the age of COVID-19 pandemic. If historic, Historic Rehabilitation Tax Credits may also be available to help offset the rehabilitation costs, which could be another factor in deciding to build new or renovate.

Small Towns in South Dakota Are Facing Challenges Amid Pandemic and Historic Declines
The COVID-19 pandemic could not have come at a worse time for many of South Dakota's small towns. The deadly virus has further complicated the already herculean task of keeping cherished rural communities vibrant and reversing a historic downturn in population and economic stability. Though mostly spared from major outbreaks, small towns that once served as the backbone of rural South Dakota have been stung by the indirect economic and emotional outcomes of the pandemic.

Regions Affordable Housing Closes $107M LIHTC Fund
RAH Corporate Partners Fund 56 will invest in 15 affordable housing properties financed through the LIHTC program. The developments are in 10 states—AK, CO, GA, LA, MS, NM, NY, NC, OK, and TX. Eleven properties are being built for families, and four are being built for seniors. Nine developments will set aside units to provide for veterans, survivors of domestic violence, and those requiring health and social services.

RESTAURANTS Act Introduced to Support Independent Restaurants Through New Revitalization Fund
U.S. Senators Roger Wicker, R-Miss., and Kyrsten Sinema, D-Ariz., and Representatives Earl Blumenauer, D-Ore., and Brian Fitzpatrick, R-Pa., introduced the Real Economic Support That Acknowledges Unique Restaurant Assistance Needed to Survive (RESTAURANTS) Act of 2020. The legislation would establish a $120 billion revitalization fund to help independent restaurants deal with the long-term structural challenges facing the industry because of COVID-19 and support the reemployment of 11 million workers.

Conservatives Balk at More Federal Aid for State, Local Governments
Conservatives are digging in with the argument that reopening the economy is a better approach to battling the economic impact of the pandemic than a new round of federal aid to state and local governments would be. But the National League of Cities and other groups such as Moody's Analytics are warning that a nationwide economic recovery will be at risk of stalling if Congress fails to provide more aid.

Qualified Infrastructure Bonds Are the New Build America Bonds
The new Qualified Infrastructure Bonds, which are modeled after Build America Bonds, would have their direct-pay subsidies phase lower to 38% in 2025, 34% in 2027, and 30% permanently thereafter. The legislation also would restore tax-exempt advance refunding 30 days following enactment into law and authorize the issuance of $30 billion in qualified school infrastructure bonds (QSIBs) over three years.
