The Baltimore Sun reports City Council leaders have set a new standard when granting development subsidies by requiring a developer to provide a substantial community benefit in order to receive funds.

The Santa Barbara Unified School District is forming an elementary facilities improvement district for the purpose of going for general-obligation bonds, as reported by Noozhawk. The facilities improvement district allows up to $300 million in bond measures.
