Megan McNally Joins CDFA as Director of Government Affairs and Advocacy

Ms. McNally will be vital in advancing CDFA's national development finance policy agenda. As Director of Government Affairs and Advocacy, Ms. McNally is responsible for managing CDFA's vast advocacy, legislative, policy, public affairs, and federal relations activities. Her experience in public policy, advocacy, legislative affairs, and government relations will elevate CDFA's work on Capitol Hill. Common Council Approves $4.8M Bond For Yaman Beach, NY, Improvements
Cortland's Common Council on unanimously approved the issuance of a bond to fund major improvements at Yaman Beach. Director of Finance and Administration Chuck Shager previously explained that he requested the full $4.8 million bond as a safeguard, noting that DASNY reimbursements can often be delayed. He estimated the city's actual long-term debt would likely be closer to $750,000, resulting in annual payments of about $60,000 over 15 years.
The MINT Act: Making It Easier for Local Governments to Borrow Money for Public Projects
New legislation (H.R. 7769 / S. 3941), dubbed the MINT Act, from Rep. McClain (R-MI) and Sen. Cortez Masto (D-NV) would allow Federal Home Loan Banks (FHLBank) to provide letters of credit for non-housing related tax-exempt bonds, allowing municipalities to partner with a local lender and use the FHLBank letter of credit to guarantee the issuance, using the FHLBanks' AA+ rating to reduce financing costs. This legislation has long been supported by CDFA, and we are excited to work on getting this legislation passed.
USDA Revamps RHS Programs, Adds Delegated Underwriting Authority
The USDA is upgrading key Rural Housing Service (RHS) loan programs, drawing praise from a mortgage trade group representing small and midsized independent mortgage banks. Dubbed the "Rural Housing Modernization Initiative," the USDA action aims to strengthen two RHS programs: the Single Family Housing Guaranteed Loan Program and Single Family Housing Direct Home Loans, also known as the Section 502 Direct Loan Program.
Alabama's Largest Cities Push to Extend Historic Tax Credits
The mayors of Alabama's 10 largest cities, known as the Alabama Big 10 Mayors, have thrown their support behind legislation to extend and expand the state's historic rehabilitation tax credit program, which is currently set to expire at the end of 2027. The historic rehabilitation tax credit program has been a crucial tool for revitalizing downtowns and neighborhoods in Alabama's biggest cities. The program plays an important role in driving economic development and preserving the state's architectural heritage.
NOFA: Arizona Department of Housing's State Housing Trust Funds for Tribal Projects
The Arizona Department of Housing (ADOH) has released a new State Housing Trust Fund (SHTF) Notice of Funding Availability (NOFA) for Tribal projects. $5 million in State Housing Trust Fund resources have been made available to provide gap financing for Tribal housing developments that meet NOFA requirements. This funding opportunity is designed to support the development of safe, affordable housing and strengthen housing access across Tribal communities in Arizona.
