The $169B Challenge: Preserving America's Public Housing
A new report, "Estimating the Cost to Preserve the Nation's Public Housing," calculates the baseline cost to preserve the nation's existing 899,047 units of public housing. The report provides the first nationwide public housing capital needs assessment since 2010, when HUD estimated the total baseline cost at $26 billion. This new study used actual cost data from 741 public housing properties (117,699 units) that underwent Rental Assistance Demonstration (RAD) conversions between 2018 and August 2024.
Cities Issue Bonds at Record Pace in 2025
It has been a big year for municipal bonds. States and cities along with universities and some other non-profits have borrowed over $500 billion this year through the municipal bond market. That's a record, according to Bloomberg. These bonds help pay for new school buildings, roads, bridges, and sewers.
Strategic Systems Are Bringing Farm-Fresh Food to Preschools
The Farm to Early Care and Education (ECE) connects children aged 0-5 with gardening, cooking, and fresh, local food. With funding from the USDA Regional Food Systems Partnership Program grant from 2021-2024, researchers from the Center for Environmental Farming Systems (CEFS) and the Department of Agricultural and Human Sciences at NC State worked with county partners to address the challenge of getting local produce to dozens of scattered preschools and childcare homes. Findings show successes in solutions like ordering systems for ECEs through food hubs.
U.S. Opportunity Zone Home Prices Keep Pace with Broader Market
In a sign of growing strength across historically underserved communities, home prices within federally designated Opportunity Zones continued to climb through the third quarter of 2025—matching the broader U.S. housing market's pace of appreciation, according to a new report released by property data firm ATTOM. Median single-family and condo prices rose quarter-over-quarter in 49.7% OZs with sufficient sales data, the report found. On a year-over-year basis, prices increased in 54.6% of zones—identical to the share of price gains recorded in non-Opportunity Zone census tracts.
Chicago School Districts Expect $2.5M from Early Closure of Triangle TIF
Orland Park Elementary District 135 and High School District 230 are set to receive an additional $2.5 million over the next four years in tax revenue from the recently dissolved Main Street triangle tax increment financing district. The $2.5 million is the estimated tax dollars the districts will receive from the properties within the TIF, which includes an apartment complex located at 9750 Crescent Park Circle Orland Park. Before the TIF was dissolved, the increase in property tax dollars each year went into the TIF fund rather than to school districts and other taxing bodies.
Massachusetts Unveils ‘Resilient Coasts' Plan, Expands Grants and Revolving Loan Fund
In a proactive response to the escalating threats of climate change, Massachusetts Governor Maura Healey's administration has released the "Resilient Coasts" final plan, a comprehensive strategy aimed at bolstering the state's 1,500-mile coastline against the impacts of sea level rise and coastal flooding. This funding would expand existing programs like MVP and CZM grants, while introducing new mechanisms such as a state revolving loan fund for municipal projects, a Disaster Relief and Resilience Fund, and incentives for home elevations in high-hazard areas.
