EPA Terminates $7B Solar for All Program
The Environmental Protection Agency announced that it is terminating its $7 billion Solar for All program that was designed to bring renewable and affordable energy to low-income communities. Solar for All provided funding to 60 grant recipients that planned to create or expand existing low-income solar programs, with the goal of enabling 900,000 households across the country in disadvantaged communities to utilize solar energy to reduce their home energy bills. The Solar for All money had already been obligated to state entities, which then gave grants to lending institutions. Because pots of the money were considered obligated, grantees argue the Trump administration can't reclaim it now.

CDFA's TIF Networking Circle Forum, sponsored by Stifel, offers quarterly, hour-long virtual meetings connecting professionals focused on Tax Increment Financing (TIF). These member-only sessions foster open dialogue, peer learning, and problem-solving, facilitated by Ambassadors who guide discussions and promote ongoing engagement. Qualified Rural Opportunity Funds Are Set to Boost U.S. Heartland
The final text of the fiscal package signed by President Donald Trump in July adopts nearly all the qualified opportunity zone (QOZ) changes from the Senate's June 16 version. It preserves the current qualified opportunity fund investment window and gain-benefit exclusions while making the QOZ incentive permanent and extending certain benefits to investments made after Dec. 31, 2026. But a noticeable change to the new and improved program is its preference for rural opportunity zones. The new tax law also introduces qualified rural opportunity funds, or RQOFs, which offer enhanced benefits and may significantly lower barriers for large-scale, capital-intensive projects in rural areas.

Sens. Warren and Scott Push Bipartisan Housing Bill, Increases Investments in Opportunity Zones
Senators Elizabeth Warren and Tim Scott put together a federal housing bill that has bipartisan support, amidst major administration cuts to housing programs. If passed as is, the bill would change rules related to manufactured housing, tie block grants to future housing production, and increase investments in opportunity zones.
