Massachusetts Small Businesses Can Get Some of $75M COVID Fund
The new funds are part of the $4 billion American Rescue Plan and will support small businesses impacted by the Covid-19 pandemic. The new program will provide $50 million for businesses in underserved markets, including those owned by minorities, women, and veterans.

MDOT Launches Pilot Project to Bundle Bridge Repair Work
The Michigan Department of Transportation launched a pilot program Monday to bundle bridge repair projects together, which officials say makes the projects more cost-effective. Bridge bundling combines several bridge locations into a single contract, which MDOT says streamlines coordination and permitting and increases economies of scale.

New PAB Provisions for Qualified Carbon Dioxide Capture Facilities
A new category of tax-exempt private activity bonds was created as part of the Infrastructure Investment and Jobs Act, enacted in November 2021, to encourage private investment in carbon dioxide capture facilities. This edition of the Hawkins Advisory describes and explains the applicable provisions.

P3 as a Tool for EV Infrastructure
With the Infrastructure Bill being implemented, the primary trend will be one of accelerating the delivery of EV charging infrastructure. Following DOT guidance, we are anticipating more coordinated planning at the various levels of government, along with greater private industry engagement.

Petros PACE Closes First C-PACE Financing in Washington State
Daniels Real Estate and Petros PACE Finance, a provider of Commercial Property Assessed Clean Energy (C-PACE) financing, closed a $19 million transaction providing low-cost financing for key improvements at the Lodge at St. Edward State Park in Kenmore, Wash. near Seattle. The deal is also the first C-PACE financing in Washington.

Nearly $18M in Projects Proposed for La Crosse, WI with Remaining ARPA Funds
A committee in La Crosse has approved appropriations totaling nearly $18 million in proposed projects for remaining federal funds under the American Rescue Plan Act. Projects have been proposed for affordable housing, child care facilities, small business supports, and down payment assistance.

Two Downtown Indianapolis, IN Development Projects Receive TIF Funding
Two downtown development projects are set to receive TIF funding from the city. The Metropolitan and Economic Development Committee of the Indianapolis City-County Council heard presentations from two developers who laid out plans for improvements for 16 Tech and the Stutz Building. More than $12 million in TIF funding will go to the 16 Tech development and includes a new apartment building with 15 affordable housing units.

A pair of high-profile public-private partnership projects will advance after winning key federal loans this week. Maryland's Purple Line light rail project received a $1.7 billion Transportation Infrastructure Finance and Innovation Act loan and the Capital Beltway Express LLC got a $1.05 billion loan.
