Bonds as the Bedrock of Development Finance
Bond financing remains the bedrock development finance tool for economic development. This session will focus on how this long-standing tool can be used today to provide a significant portion of a project's capital stack. Bart Fowler with McCall, Parkhust & Horton, Rob Latsha with Texas Bond Review Board and Daniel Martinez with Winstead PC will walk through the bond financing process and explore strategies for maximizing this tool in Texas.

Tax Increment Reinvestment Zones and Special Assessment Districts have become powerful financing mechanisms which are available to help communities concentrate development opportunities into targeted locations. Within this session, Bill Calderon with Hawes Hill Calderon, Greg Canally with City of Austin, Richard Rosenberg with DPFG and Dennis Waley with PFM will discuss their experience using these tools to catalyze public improvements that spur private investment.
Investment & Accessing Capital in Texas
Investment and access to capital tools drive business and industry growth in the state. During this session, the Roundtable will explore the most innovative and effective access to capital tools being administered in Texas including tax credits, revolving loan funds, seed/venture capital, guarantees and other effective investment and debt instruments.
The Emerging Public-Private Partnership (P3) Financing Model in Texas
As budgets are stretched at all levels, it can be difficult to pull together funding for necessary infrastructure improvements. During this session, presenters from around the state will examine case studies in the development of energy and other infrastructure as we explore some targeted tactics for implementing a P3 component toward a successful project.
