RI Infrastructure Bank Awards Community Project Assistance Grants To 10 Municipal Projects
Rhode Island Infrastructure Bank announced the first 10 grant awards for the Community Project Assistance Fund to support engineering, stormwater improvements, wastewater management plans, and community resilience projects across the state. The Bank created the Community Project Assistance Fund to help communities get key infrastructure projects off the ground with initial planning and technical assistance. The awarded municipalities include: Jamestown, Lincoln, Middletown, Newport, North Smithfield, Pawtucket, Scituate, Smithfield, South Kingstown, and West Warwick.

EJF Capital Closes $80M Loan, Supports Nashville Multifamily Property in Qualified Opportunity Zone
EJF Capital LLC, a global alternative asset management firm with approximately $5.6 billion of assets under management, and Chartwell Residential, a firm specializing in the development and construction of high-quality multi-family and single-family residential development projects, announced the close of an $80 million loan from Prime Finance for The Samara, a 377-unit, 5-story multifamily property located in Nashville's Metrocenter neighborhood.

Maryland Awards Rare 9% LIHTC to Two Enterprise Community Development Projects
Maryland's DHCD awarded 9% LIHTC credits to two Enterprise Community Development projects: Rideout Heath in Columbia and Silver Spring United Methodist Church in Silver Spring. The projects will create nearly 300 affordable and mixed-income homes. SSUMC converts a historic church into 135 mixed-use units for residents at 30–80% AMI, while Rideout Heath replaces outdated housing with a 160-unit, all-electric, energy-efficient community.

McGuireWoods' Team Plays Key Role in Bond Buyer's Southeast Region Deal
McGuireWoods served as bond counsel to the Virginia Port Authority (VPA) in its first port revenue bond issue since 2016, an innovative $248.7 million financing that was named Southeast Deal of the Year by The Bond Buyer, the newspaper of public finance. The award-winning transaction enabled a first-of-its-kind lease amendment at Virginia International Gateway (VIG), securing a fixed-price option for the VPA to purchase the terminal in 2065. McGuireWoods' public finance team provided comprehensive legal guidance throughout the structuring, negotiation, and execution of the $248.7 million in Port Facilities Revenue Bonds.

$60M Utility Bond Sale to Modernize Water and Wastewater Systems in Margate, FL
The City of Margate is preparing to enter the municipal bond market with a water and wastewater revenue bond offering not to exceed sixty million dollars. The action comes as the City Commission considers a comprehensive resolution that establishes the terms of the Series 2025 Water and Wastewater Improvement Revenue Bonds and authorizes the negotiated sale of the debt to a team of underwriters led by Hilltop Securities.

Colorado Takes Steps to Simplify Affordable Housing Grants and Funding
The Housing Hub Colorado is a new statewide initiative launched by Governor Jared Polis and local partners, including the Colorado Housing and Finance Authority (CHFA), to streamline the application process for affordable rental housing tax credits and related public funds. As the first project of the Colorado Housing Consortium, it brings key agencies together and aligns timelines to reduce time and costs for developers. The program aims to accelerate the creation of affordable homes and strengthen Colorado's commitment to safe, stable, and secure housing for all.

Unlike general obligation bonds, which are backed by the full faith and credit of the issuing government, revenue bonds are repaid through the revenues generated by the project they finance.
