Modernizing Agricultural and Manufacturing Bonds Act Introduced in the Senate as S.2100
The Modernizing Agricultural and Manufacturing Bonds Act (MAMBA) aims to amend the Internal Revenue Code of 1986 to modify certain rules applicable to qualified small issue manufacturing bonds, to expand certain exceptions to the private activity bond rules for first-time farmers, and for other purposes. The bill was introduced by Senator Joni Ernst (R-IA). CDFA has worked continuously to secure the introduction and eventual passage of MAMBA in Congress. Senate Finance Bill Shields Tax-Exempt Bonds, Leaves SALT Debate on Table
The municipal market dodged another bullet as the Senate Finance Committee advanced a wide-ranging tax bill that leaves untouched the municipal bond tax exemption. The 549-page tax and healthcare bill is part of the GOP's massive "one big beautiful bill" that encompasses President Donald Trump's agenda on tax cuts, defense, immigration, and healthcare reform.

Chairman Crapo Releases Finance Committee Reconciliation Text
U.S. Senate Finance Committee Chairman Mike Crapo (R-Idaho) released legislative text within the Finance Committee's jurisdiction for inclusion in Senate Republicans' budget reconciliation bill. The bill prevents an over-$4 trillion tax hike and makes the successful 2017 Trump tax cuts permanent, enabling families and businesses to save and plan for the future. 

Senate Republicans Unveil Long-Awaited Details on Trump Tax Bill
Senate Republicans released details on the most contentious elements of the sweeping legislation to enact President Trump's second-term agenda. The Senate Finance Committee unveiled its portion of Mr. Trump's "big, beautiful bill," which makes changes to the tax and Medicaid provisions in the version that narrowly passed the House last month.

NLC Calls for Senate Revisions to House Tax Package, Urging Protection for Local Communities
The National League of Cities (NLC) has urged the U.S. Senate to make critical amendments to the House-passed "One Big Beautiful Bill Act" tax package, warning that certain provisions could weaken local–federal partnerships and impair municipal finance. NLC CEO Clarence Anthony emphasized that some House provisions threaten economic growth for residents and small businesses in cities nationwide. The NLC's statement underscores the urgency for finance and community development professionals to engage in shaping a tax structure that supports sustainable and equitable local investment.
