Arctaris Impact Investors Launches $25M Opportunity Zone Initiative RFP + FAQs
Arctaris Impact Investors is inviting you to participate in our $25M Place-Based Opportunity Zone Fund Investment Initiative. This initiative intends to improve the quality of life for all Americans by providing Opportunity Zone investment capital for community development programs that would otherwise go unfunded. Arctaris will award each recipient $25 million or more of Opportunity Zone capital in combination with localized match dollars from government, philanthropic, or private sector partners.

Coronavirus Relief Talks Stuck on Scope of Aid
Negotiations on a coronavirus relief bill have yet to enter the policy give-and-take stage as Republicans remain focused on a short-term measure that Democrats say is worthless and delaying progress toward a much-needed broader aid package.

Brookings Institute Releases Infrastructure Stimulus Plan for the COVID-19 Recession
This Brookings Institute brief uses historical data and the earliest indicators from the COVID-19 downturn to make the case for a people-first approach to federal infrastructure stimulus. The total cost of these programs would range from $167 billion to $327 billion.

White House Examining Taking Unilateral Action If Congress Can't Reach Deal
Democrats passed a $3 trillion package in May that included an extension of unemployment benefits, new stimulus checks, aid for states and localities, but negotiations have gotten bogged down in the Senate. The White House is now considering taking unilateral action if the Senate is unable to reach a deal.

New Jersey Passes PACE Bill, Advancing Financing for Businesses & Multifamily Efficiency Upgrades
The New Jersey General Assembly has passed legislation creating a financing mechanism to help commercial property owners undertake clean energy and energy-efficient projects. The bill will enable the New Jersey Economic Development Authority to establish a Commercial Property Assessed Clean Energy (C-PACE) program.

EDA Invests $35.5M in CARES Act Funding to Capitalize RLF in Pennsylvania
Today, U.S. Secretary of Commerce Wilbur Ross announced that the Department's Economic Development Administration (EDA) is awarding $35.5 million in CARES Act Recovery Assistance grants to capitalize and administer Revolving Loan Funds (RLFs) that will provide critical gap financing to small businesses and entrepreneurs that have been adversely affected by the coronavirus pandemic across Pennsylvania.

Second Stimulus Package: Negotiations Continue In Congress
The second stimulus proposal from the Senate Republicans, the HEALS Act, includes multiple smaller pieces of legislation. These components would provide another round of direct stimulus payments to Americans, extend unemployment benefits, freeze Medicare premiums, offer more PPP funding, and extend liability shields for businesses facing COVID-19-related lawsuits. The House released its second stimulus proposal, the HEROES Act, in May.

Delaware County, OH Creates Small Business Revolving Loan Fund
A revolving loan fund authorized by the County Commissioners to assist Delaware County small business owners has grown to $3.25 million. The fund was recently launched with a $2.5 million infusion by the Delaware County Board of Commissioners.

Texas Sales Tax Revenues, Up 4.3% in July, Swing Toward Recovery
Texas sales tax revenues rebounded to positive numbers in July after a deep, three-month slump brought on by the COVID-19 pandemic and falling demand for oil. At $2.98 billion, the July revenues represented a 4.3% increase compared to the same month last year.
