Texas Approves $4.3M Loan For San Antonio River Projects
The Texas Water Development Board has approved a $4.3M loan to the San Antonio River Authority from the Clean Water State Revolving Fund to cover a pair of new projects. San Antonio-based SARA will use the funds to develop a watershed master plan for Karnes and Goliad counties and to conduct a nutrient study in Bexar County.

State Unveils New Historic Tax Credit Program
Gov. Rick Perry has signed a law which provides a tax credit equal to 25% of eligible costs and expenses incurred in a certified rehabilitation that totals more than $5,000. Certified historic structures include landmarks listed individually in the National Register of Historic Places, recorded Texas Historic Landmarks, state archeological landmarks, or properties that contribute to historic districts.

Tax Credits Help El Paso Develop Mixed-Income, Mixed-Finance Apartment Community
Financed through a public-private partnership that secured a 9-percent competitive tax credit through the Texas Department of Housing and Community Affairs (TDHCA), 'Eastside Crossings,' El Paso's first mixed-income, mixed-finance apartment community, will feature 64 public housing units, 79 affordable housing units, and 45 market rate units.

Video: Downtown Waco's $180M Riverfront Proposal
The City of Waco has an aggressive plan for its 16 acres of inherited riverfront land known as the Brazos Commons. The city is expected to give the developers a long-term lease on the property at a nominal rate and contribute incentives to help build the public spaces and infrastructure. Under current guidelines, the project could be eligible for up to $27M in TIF incentives.

New Law Could Spur Multimillion Dollar Energy Upgrades
Property owners interested in improving the efficiency of their water and electricity systems have a new program that will allow them to finance the expenditures through the state. Texas Gov. Rick Perry has signed into law the Property Assessed Clean Energy (PACE) Act, which enables business and property owners to apply for long-term loans that stay attached to the property in the event of a sale.

Introduced in 1992, the Texas Leverage Fund (TLF) provides an additional source of financing to communities that have adopted an economic development sales tax. Communities may leverage future sales tax revenues to support job retention or creation. Available for interim, long-term or gap financing, TLF loans provide flexible financing terms to match the unique needs of communities, with maturities of up to 15 years available.
