Santa Fe, NM Issues $18M in Bonds for $27M Food Processing Plant
The Santa Fe City Council has approved a resolution declaring its intent to issue $18 million in industrial revenue bonds to help fund a $27 million state-of-the-art high pressure food processing plant. The bond funding would be used for the "acquisition, construction, renovation, equipping and installation" of the plant, which would be located in an Opportunity Zone.
2018 NADB Green Bond Impact Report
The 2018 Green Bond Impact Report, published by the North American Development Bank, is presented a year after the issuance of the bond and after full allocation of its proceeds to fund six renewable wind and solar energy projects in Mexico and the United States.
Opportunity Zones Could Provide Major Boost for Clean Energy, Sustainable Development
Market watchers are predicting $200 to $300 billion in investment in the nation's 8,700-plus OZs. And federal rules have made it clear that green economy projects — such as local power generation, microgrids, EV charging stations and energy storage — are eligible for Opportunity Fund investment.
$300M South Bend, IN to Chicago, IL Rail Project Moves Forward
The South Shore Double Track Project has a price tag of around $300 million, and would shorten the South Bend-to-Chicago commute by 30 minutes. The state of Indiana and federal grants are covering a chunk of the cost, and the St. Joseph County Redevelopment Commission has also approved the issuance of TIF bonds to support the project.
Sen. Grassley Releases First Reports Examining Tax Extenders
Tax breaks for short-line railroads and energy-efficient commercial buildings should be among the provisions made permanent, a bipartisan group of Senate Finance Committee lawmakers said in a report released August 13th.

The White House Opportunity & Revitalization Council released a list of over 160 federal financing programs that give preference to projects located in Opportunity Zones.
USDA Invests $181M in Loans for Rural Electric Upgrades
U.S. Department of Agriculture Rural Utilities Service Administrator Chad Rupe announced that USDA is investing $181 million to upgrade rural electric systems in 10 states. The funding includes $7.7 million to finance smart grid technologies that improve system operations and monitor grid security.

Denver, CO Airport Terminates $1.8B Terminal Partnership
Denver has terminated a $1.8 billion public-private partnership to redevelop the city's 24-year-old airport terminal. The airport will pay to complete the project with a new contractor. The design and construction cost of the project will remain within the original budgeted amount of $770 million including a contingency fund of $120 million.
Proposal to Deregulate FL Electricity Market Gains Steam and Opposition
A constitutional amendment that would deregulate Florida's electricity market is gaining steam among voters and opposition from numerous organizations, including municipal power agencies across the state. The ballot initiative, proposed by Citizens for Energy Choices based in Alachua, Florida, is called the "Right to Competitive Energy Market for Customers of Investor-Owned Utilities; Allowing Energy Choice."
