CDFA Announces Infrastructure Finance Learning Series, in Partnership with EY
The CDFA Infrastructure Finance Learning Series, created in partnership with EY, of Ernst & Young Global Limited, is designed to help communities develop a comprehensive understanding of the Infrastructure Investment and Jobs Act (IIJA), while providing guidance around planning and financing infrastructure projects.

Department of Transportation Announces $2.9B for Major Infrastructure Projects
U.S. DOT will provide $2.9 billion in funding for major infrastructure projects through a Notice of Funding Opportunity for three major discretionary grant programs. By rolling the three grant programs into one Multimodal Projects Discretionary Grant opportunity, the DOT would reduce the burden for state and local applicants and increase the pipeline of shovel-ready projects.

$15M State Grant Awarded for Cleanup of Former Sappi Paper Mill in Muskegon, MI
A $15 million state grant will pay for remediation of PFAS at the former paper mill site on Muskegon Lake. The remediation money was included in an infrastructure budget bill recently approved by the state Legislature. The 120-acre property is owned Pure Muskegon, a group of local business owners who purchased the former Sappi property in 2016.

CDFA Launches New Equitable Capital Technology (EC-Tech) Initiative
The Council of Development Finance Agencies (CDFA) is excited to announce the creation of its Equitable Capital Technology (EC-Tech) Initiative, which will develop a comprehensive solution for development finance agencies (DFAs) to implement stronger lending programs for minority business owners. The initiative is made possible through a partnership with Presta Technologies, Inc. (Presta) and with generous support from the Sorenson Impact Foundation.

Springfield, MA City Council Passes Legislation Establishing a Housing Trust Fund
The legislation establishes a Housing Trust Fund under the administration of the Springfield Redevelopment Authority with the purpose of providing for the creation, preservation, rehabilitation, and adaptive rehabilitation of housing in the City of Springfield. An Advisory Committee including resident appointments and experts in the housing, non-profit, real estate, and finance fields will advise on the goals and initiatives of the fund.

A Recipe to Build Accessible Space for Food Businesses in a Boston, MA
In Boston, MA the CommonWealth Kitchen has cooked up a successful model of community economic development by incubating businesses in a predominantly Black neighborhood made possible with New Markets Tax Credit Financing and a low-cost, long-term $3.2 million loan via the Department of Housing and Urban Development's Section 108 loan guarantee program.

Fiberglass Manufacturer in Park Rapids, MN to Receive $90K Revolving Loan
The Park Rapids City Council, the city's Economic Development Authority, is supporting making a revolving loan of $90,600 to Founders Fiberglass LLC. The city's Revolving Loan Fund recommended approving the loan at 2.25% interest with a five year term and 10 year amortization. Collateral would include a second on the real estate and equipment and a personal guarantee.

New Indiana Low-Income Housing Tax Credit
Indiana recently enacted a state Affordable and Workforce Housing Tax Credit program, similar to the federal Low-Income Housing Tax Credit program to incentivize the development of affordable housing in the state. The Affordable Housing Tax Credit will be available for certain low-income housing projects receiving a federal 4% LIHTC and will be claimed over a period of five taxable years.

An Electric Vehicle Future is on the Horizon in Washington State
State legislators set a new target earlier this month in the Clean Cars 2030 bill for all new vehicles sold in Washington to be electric-powered by 2030. The bill, part of the $16.9 billion "Move Ahead Washington" transportation package, was signed by Gov. Jay Inslee on Friday.

About $918M in U.S. Virgin Island Bonds Expected Wednesday
About $918 million of U.S. Virgin Islands bonds are expected to price Wednesday after eligible matching fund bondholders agreed to tender about 75.2% of their bonds. The refunding bonds are an attempt to prevent its pension system from running out of money, something the U.S. Virgin Islands actuary has said could happen in 19 months.
