HERO Program Launching in MO to Finance Home Energy Improvements
The HERO PACE Program will be available to homeowners in Jackson County and Kansas City, Missouri. The nation's leading property assessed clean energy program enables homeowners to reduce utility bills by upgrading HVAC, windows and doors, going Solar, and more.

Unable to Use All Its STAR Bond Financing, Prairiefire Seeks TIF
Prairiefire was granted $81 million in STAR bond authority in 2011 and has requested TIF and an existing 1.5 percent Community Improvement District sales tax surcharge on Prairiefire visitor purchases that would cover about $25 million of the second phase's $147 million second cost.

Washington City Council Endorses New TIF Proposal
The city of Washington is planning to redevelop property along Front Street, east of Lafayette Street. The property under study is within the Downtown Redevelopment Project Area TIF district established in 2006.

Kansas City Proposes $800M in Bonds to Fix Roads, Sidewalks
Kansas City proposed an $800 million plan to improve Kansas City streets and sidewalks. The $800 million would go to help fix roads, bridges, buildings, parks, sidewalks, and flood control. Funding bonds would cost property tax payers an average of about $7.50 per year.

Applications for MO Farm to Table Agriculture Grants Available
The Missouri Department of Agriculture announced the Missouri Agricultural and Small Business Development Authority is accepting applications for grants to assist Missouri businesses in accessing and processing locally grown agricultural products for use in facilities within the state.

MO Urban and Agriculture Matching Grants Available
The Missouri Department of Agriculture announced up to $100,000 for the Urban and Non-Traditional Agriculture Matching Grant Program.  The department will award grants of up to $7,500 for reimbursement of expenses associated with urban and non-traditional agriculture.

Rolla MO Council Will Consider Bonds to Fix Blighted Apartments
Rolla City Council will vote to authorize the issuance of bonds for a low-income senior citizen apartment building that has been determined to be a "blighted" structure. The issuance bonds will raise money to pay for the renovations, up to $7.5 million.

Two MO State Parks part of $69M in Upgrades to State Park System
As Missouri State Parks celebrate 100 years, Governor Nixon goes to Montauk and Bennett Spring, which together are getting more than $7.6 million in upgrades. The projects are part of the $69 million in upgrades throughout Missouri's state parks system.

Fitch Affirms St. Louis IDA, MO's Lease Revenue Bonds
Fitch Ratings has affirmed the ratings on the following bonds issued by the Industrial Development Authority of the City of St. Louis at 'AA-'. The bonds are limited obligations of the district payable solely from rents, revenues, and receipts paid to the authority under the lease with the district.

St. Louis Board Approves $5M in Tax Credits
The St. Louis Development Corporation Board of Directors has given approval for up to $5 million in tax credits to be used toward a planned grocery store and convenience store on the city's north side at North 13th Street and Tucker Boulevard.

Stifel's Growth Agenda Drives Purchase of IN's City Securities
In its thirst for acquisitions, St. Louis-based Stifel Financial Corp. reached into Indiana to scoop up City Financial Corp. in a deal that includes investment banking subsidiary City Securities. The acquisition should bolster Stifel's already strong public finance foothold in the Midwest.
