Land Secured Bonds & TIF
Stifel served as lead underwriter and spent years working with the City & County of San Francisco, the Port and the development team to develop and implement the financing plan and has led the sale of over $100 million of non-rated bonds across three series to fund infrastructure for the project. Stifel hosted investors on tours of the project and developed a drone video roadshow to accompany the traditional online investor presentation. Inaugural sale came to market as limited vertical development was underway. The project received broad investor support and secured extremely favorable execution despite the early stage of development.

Whisper Valley

Special Assessment Rev Bonds
Stifel served as sole underwriter to Whisper Valley Public Improvement District Area #3, which consists of development phases 3 and 4 comprised of 112.265 acres to be developed as 363 single-family residences. At the time of the sale, horizontal infrastructure development in Improvement Area #3 was complete for all lots. The proceeds of the Bonds will be used to finance the acquisition of public improvements benefitting the property located within Improvement Area #3. Bonds are secured by Special Assessments from 363 single-family homes in Improvement Area #3. The Bonds were not rated, issued in $25,000 minimum denominations, and offered only to Qualified Institutional Buyers and Accredited Investors.

Affordable Housing
Baltimore, MD
Special Obligation Bonds
Stifel served as sole underwriter to the Mayor and City Council of Baltimore. The Affordable Housing Grant Program was created to fund the rehabilitation of vacant buildings and the engineering and design of public infrastructure required for the construction of new units of housing in the City-Wide Affordable Housing Development District. The Development District’s taxable value consists of approximately 87% residential and 10% commercial properties. Series 2025 Bonds were issued to: (1) finance grants for rehabilitating or building affordable housing and related infrastructure work within the Development District, and (2) fund the Reserve Fund, Capitalized Interest, Administrative Expenses, and pay costs of issuance.
