During this special one-day conference, we will share knowledge of best practices within the state’s development finance industry. This event will feature economic development finance experts from around the state discussing the latest and most innovative development finance tools, authorities, resources, and approaches, and how these can affect the Ohio economy going forward. Unlocking capital to small businesses, entrepreneurs, and microenterprises has been a major focus of economic development in Ohio. Access to capital tools, such as revolving loan funds, loan guarantees, microlending, and impact investing, are essential for Ohio businesses to operate, grow, invest, and create jobs. During this session, we will examine the capital access landscape and explore Ohio’s strategies to unlock financing for businesses and entrepreneurs.

Building Financing for Ohio’s Infrastructure
Infrastructure is a critical asset to the national economy and requires ongoing investment and maintenance. With the passage of the Bipartisan Infrastructure Investment and Jobs Act (IIJA), communities throughout the country are exploring innovative strategies to invest in transportation, clean energy and water, broadband, and other infrastructure. This session will discuss the different initiatives currently underway in Ohio and explore the financing mechanisms that support them.

Ohio’s Bond Finance Landscape
Tax-exempt bonds are the bedrock of public finance. Bonds have been used to help build thousands of public and private projects, from roads and bridges to sewers and dams, manufacturing plants, and low-income housing. During this session, speakers from bond agencies and capital market firms will describe the current bond market in Ohio and explore bond financing case studies that prove their effectiveness in addressing critical infrastructure needs, supporting community development initiatives, and driving business and industry investment.

Lunch Session - Ohio’s Food Industry: The Future of Food Processing, Manufacturing, and Distribution
Ohio has been a leader in research and innovation in the food industry, which is a primary economic driver for the state. This enables our food industry to be adaptable, flexible, and nimble to overcome the challenges it faces. This lunch session will highlight a series of four new white papers on “Ohio’s Food Industry” co-sponsored by JobsOhio, the state’s unique private economic development corporation, which acts as a catalyst for high-growth business investments and job creation that are helping propel the state’s ingenuity and ambitions forward.

Deploying American Rescue Plan Funding in Ohio
The American Rescue Plan Act of 2021 provided eligible state, local, territorial, and Tribal governments with a substantial infusion of resources to support the response and recovery from the COVID-19 public health crisis. During this session, we will explore how Ohio is deploying Coronavirus State and Local Fiscal Recovery Funds to provide investment and financing opportunities to local communities and address the underlying challenges that exacerbated the pandemic’s negative effects on vulnerable populations.

Redeveloping Ohio Through Investment
Tax increment finance, tax credits, and Opportunity Zones are popular development finance tools generally used to address blight, promote neighborhood stability, and inspire district-oriented development. Lending themselves to flexibility and creativity, these tools have perennially supported diverse projects across communities throughout the U.S. During this session, we will share the latest updates in TIF, tax credits, and Opportunity Zones and explore the innovative ways Ohio is utilizing these tools to meet ever-changing needs.
